MOSCOW — A U.S. citizen who was spirited out of eastern Ukraine by Russian special forces after helping the Kremlin target Ukrainian troops said in Moscow on Saturday he had asked for Russian citizenship. He said he was under no duress, wanted to receive Russian citizenship and predicted Russia would win the war in Ukraine. Martindale, who said he had worked as a missionary, said he entered Ukraine from Poland in early 2022, just days before President Vladimir Putin ordered thousands of troops into Ukraine. Martindale said that while in Ukraine, he had established contact with pro-Russian forces via Telegram and passed them information from Donetsk region in eastern Ukraine. Russian forces had even delivered a telephone to him with a drone, the Izvestia newspaper reported.

Russia announced the expulsions hours before British Prime Minister Keir Starmer met U.S. President Joe Biden at the White House, a crucial step towards winning the go-ahead for Kyiv to use long-range missiles against targets in Russia. Neither Biden nor Starmer addressed long-range missiles in brief comments in front of reporters. Sources say the meeting is another step in talks to allow Ukraine to use Western long-range missiles against targets in Russia, something Ukrainian President Volodymyr Zelenskyy has been demanding for months. The six UK diplomats were named on Russian state TV, which also showed photographs of them. The FSB said Russia would ask other British diplomats to go home early if they were found to be engaged in similar activity.

Fearful of the US' secondary sanctions, nearly all Chinese banks are refusing payment transfers from Russia. Russia has used smaller banks and non-US dollar currencies to bypass sanctions since the Ukraine invasion. AdvertisementThe impact of the West's sanctions just seems to be getting worse and worse for Russia. Now, 98% of Chinese banks — even small regional ones — are refusing to accept direct Chinese payment transfers from Russia, Alexey Razumovsky, the commercial director of payments company Impaya Rus, told the pro-Kremlin Izvestia media outlet. Such issues appear to have intensified over the last three weeks, because smaller Chinese financial companies were still processing Russian payments in May and June, per Izvestia.

While it waits to amass the ammunition, manpower, and resources to launch a large-scale, well-timed counteroffensive, Ukraine should experiment with ways to take the initiative and gain momentum, war analysts say. "Ukrainian forces," they argued, "are very unlikely to be able to initiate significant counteroffensive operations in 2024 and into 2025." Such a strategy isn't necessarily new for Ukraine, which has repeatedly found ways to deal unexpected blows to Russian forces despite a grueling ground fight. "It will also protract the war and dramatically increase its costs to Ukraine and to Ukraine's supporters," they said. "Ukraine should thus seek every possible way of restoring maneuver to this war as soon as possible, daunting though that task appears."

The video, released Wednesday by the Kremlin, showed the Russian president was not happy with news from the southern region of Kursk. An expeditionary forceUkrainian troops, even if reinforced, cannot expect to occupy several hundred square kilometers of Russian territory. But holding a large chunk Russian territory is beyond their capacity and probably beyond their goal. “The unfolding events demonstrate the extent to which Moscow has deeply depended on sanctuary in Russian territory to wage its war against Ukraine,” Barros told CNN.

"The primary lesson is that seeking complete isolation of a large, complex and globally-integrated economy is costly and unattainable," Elina Ribakova wrote in the Financial Times on Tuesday. Russia's economy has managed to keep humming because Russian President Vladimir Putin has been preparing for sanctions since 2014. Failures in Russia, lessons for the futureEven so, the West can glean valuable lessons from its experience sanctioning an economy as large as Russia, said Ribakova. Advertisement"In the case of China, the US would need to look for vulnerabilities while remaining realistic about the limitations of sanctions," wrote Ribakova in FT.She added there must be steeper penalties for those who evade sanctions. Russian Finance Minister Anton Siluanov told RIA state news agency in an interview published on Monday that Russia is discussing the issue with Chinese authorities. Russia's finance ministry did not immediately respond to a request for comment from Business Insider. The Industrial and Commercial Bank of China, China Construction Bank, and Bank of China have stopped the transactions since the start of 2024, Alexey Poroshin, the general director of investment and consulting firm First Group, told Izvestia. Sergei Ryabkov, Russia's deputy foreign minister in charge of ties with the U.S., non-proliferation and arms control, told the Izvestia daily that present circumstances were not "conducive" to arms talks with Washington. "If the United States expects to win the next arms race, repeating to some extent the experience of the presidency of Ronald Reagan ... then the Americans are mistaken," Izvestia cited Ryabkov as saying. Russia's ties with many Western countries deteriorated after its full-scale invasion on Ukraine in February 2022, with Moscow now saying it is fighting what it calls the "collective West" in Ukraine. Ryabkov reiterated Russia's position that Moscow was not threatening a military conflict with NATO, but said a possible escalation depended on the action of the alliance. "The situation is not conducive to exchanging signals (on arms controls), even on such key issues," Ryabkov said.

(Reuters) - The formation of a base for a multi-polar world order is proceeding with extreme difficulty amid conflict in different parts of the world, Kazakh President Kassym-Jomart Tokayev said in an interview published on Wednesday.
