Special-operations forces have been a centerpiece of US military operations for two decades. US leaders should remember that special operators aren't suited for some tasks, one expert says. But in an era of strategic competition with China, there are some missions with no special-ops "easy button," according to David Ucko, a professor and expert on irregular warfare. First, the US special-operations community should consolidate its core strengths, particularly irregular warfare, which is "highly relevant" to strategic competition with China. The Pentagon also will not disclose a comprehensive list of partner forces and the countries in which they are operating. The documents obtained by The Times include directives for two programs that are named for the laws that authorize them. The Section 127e program, commonly called “127 Echo,” can spend up to $100 million a year on counterterrorism proxies. The Section 1202 program is authorized to spend up to $15 million a year on surrogates for irregular warfare. The rules lay out the process by which special operators propose developing a new partner force, which is ultimately up to the secretary of defense.

May 4 (Reuters) - The United States and the Philippines have agreed on new guidelines for their 1951 Mutual Defense Treaty, following multiple requests by Manila to make clear the conditions under which Washington would come to its defence. Though the United States has reassured the Philippines their defence partnership is "ironclad", Manila has argued the seven-decade-old treaty needs updating to reflect a different global security environment. Guidelines issued by the Pentagon now specifically mention that mutual defence commitments would be invoked if there were an armed attack on either country "anywhere in the South China Sea". Another addition specifies that coast guard vessels are among those protected. Some analysts have argued the Philippines and United States were better served by a more ambiguous mutual defence treaty.

MOSCOW, March 15 (Reuters) - Russia and the United States have offered different accounts of the downing of a U.S. intelligence drone in the Black Sea. The United States said the drone was conducting routine operations in international airspace when it was intercepted and hit by the Russian aircraft. WHAT RUSSIA SAID:Russia said the MQ-9 drone was flying near Crimea - which Russia annexed in 2014 - and heading towards territories which Russia considers its own. "The unacceptable actions of the United States military in the close proximity to our borders are cause for concern," Antonov said. "If, for example, a Russian strike drone appeared near New York or San Francisco, how would the US Air Force and Navy react?"
