TALLINN, Estonia Associated Press —A doctor accused of criticizing the war in Ukraine in front of a patient was convicted Tuesday of spreading false information about the Russian military and sentenced to 5 and a half years in prison, part of an unrelenting Kremlin crackdown on dissent. Akinshina alleged that Buyanova told her and her son that his father, a Russian soldier who apparently was killed in Ukraine, was a legitimate target for Kyiv’s troops and had blamed Moscow for the war. A video of the outraged Akinshina complaining about Buyanova was widely publicized, and chief of Russia’s Investigative Committee Alexander Bastrykin personally demanded a criminal case be brought against the doctor. Buyanova, who was born in western Ukraine, denied the accusation, insisting she never said what she was accused of saying. In her closing statement to the court, Buyanova said it was “painful” to read the accusations in the indictment, and broke down.

ISIS-K, the Afghan branch of the Islamic State, directed an Afghan man’s foiled U.S. Election Day terror plot, according to two senior U.S. officials briefed on the matter. The revelation that a foreign terrorist organization was in communication with a would-be attacker inside the U.S. makes the alleged Election Day plot different from most terrorism cases in the past decade, most of which involved people self-radicalized online or self-directed attempts. The charging documents say Tawhedi told the FBI that he was communicating with a person named “Malik” and that he knew “Malik” was affiliated with ISIS. Tawhedi’s mother, who lives in Afghanistan, is believed to be an ISIS sympathizer, two U.S. officials said. In the France case, law enforcement officials told NBC News they had opened a preliminary investigation into a potential terror plot in France on Sept. 27.

Russian security agents detained a senior general early Tuesday, widening a purge of the country’s sprawling Defense Ministry amid President Vladimir V. Putin’s broader shake-up of his government. Lt. Gen. Yuri Kuznetsov, who oversaw the ministry’s personnel department, was detained on an accusation of “large-scale” bribery, Russia’s Investigative Committee, a federal law enforcement agency, said in a statement on Tuesday. His detention came after Mr. Putin unexpectedly removed his long-serving defense minister, Sergei K. Shoigu, from his post and replaced him with a member of his economic team. Prosecutors said General Kuznetsov received a bribe from “commercial interests” between 2021 and 2023, when he worked on the protection of state secrets at the Armed Forces’ General Staff. The prosecutors claimed that security agents discovered cash equivalent to $1 million and luxury items during a search of General Kuznetsov’s home.

A deputy minister of defense in Russia has been detained on charges of taking a “large scale” bribe, the country’s top law enforcement investigators announced on Tuesday. But the legal statute that he is accused of violating is for taking a bribe “on a particularly large scale,” more than one million rubles, or more than $10,000. The Ministry of Defense did not comment on the investigation. Mr. Ivanov, a deputy defense minister since 2016, had long been in charge of military construction projects, including most recently the huge contracts awarded to rebuild the Russian-occupied eastern Ukrainian city of Mariupol, which was devastated by Russian attacks soon after the February 2022 invasion.

A group of gunmen stormed a concert venue on the outskirts of Moscow on Friday night, killing at least 133 people and wounding more than 100, Russia’s top security agency said, according to state news agencies. The authorities in Russia have yet to identify who was behind the attack, though U.S. officials said they believed that a branch of the Islamic State, Islamic State-Khorasan, or ISIS-K, the branch of the group based in Afghanistan, was responsible for the attack. The assault also led to explosions and an enormous fire at the venue, Crocus City Hall, which is one of the largest and most popular concert halls in Moscow and the site of a shopping mall. The Russian authorities said Saturday that they had arrested the four people who carried out the mass killing and arson. Russia’s Investigative Committee, the country’s equivalent to the F.B.I., said it had opened a criminal case into a terrorist act.
