The court has not yet ruled on the core of the case — whether genocide has occurred in Gaza. Israel says accusations of genocide in its Gaza campaign are baseless and that it is solely hunting down Hamas and other armed groups. Francis, leader of the 1.4-billion-member Catholic Church, is usually careful not to take sides in international conflicts, and to stress de-escalation. Francis has not previously described the situation in Gaza as a genocide in public.

CNN —Pope Francis has said that allegations of a genocide in Gaza should be “carefully investigated” marking some of his strongest criticism yet of Israel’s war in the territory. “According to some experts… what is happening in Gaza has the characteristics of a genocide,” Vatican News, the Holy See’s official news outlet, cited the pontiff as writing in a forthcoming book. Pope Francis rarely comments on politics, often limiting his remarks to calls for peace. He lamented that “unarmed civilians are targets for bombs and gunfire” in Gaza and invoking scripture on war. Israel’s war in Gaza has killed more than 43,000 Palestinians, the ministry of health there says, and has flattened large swathes of the territory, triggering a humanitarian crisis.

CNN —Israel’s war conduct in Gaza “is consistent with the characteristics of genocide,” including mass civilian casualties and using starvation as a weapon, according to a new United Nations Special Committee report released Thursday. The UN committee added that Israeli officials have publicly supported policies to destroy “vital water, sanitation and food systems” in Gaza as well as prevent access to fuel. The UN Special Committee is composed of three UN member states, including Malaysia, Senegal and Sri Lanka. But the US view is a stark contrast with the bleak picture on the ground, where much of the aid that reaches Gaza is not being distributed. “We have not seen any aid, and no one has sent us food,” 63-year-old Palestinian Umm Muhammad Al-At’out told CNN this week.

CNN —United Nations members voted overwhelmingly on Wednesday to demand that Israel end its occupation of Palestinian territories within 12 months. Fourteen countries voted against, including the United States, Hungary, Israel, Argentina, Czechia, Fiji, Malawi, Micronesia, Nauru, Palau, Papua New Guinea, Paraguay, Tonga, and Tuvalu. In its advisory opinion, the ICJ said Israel should end its occupation “as rapidly as possible.” The UN’s resolution gives a 12-month timeline. During the 1967 war, Israel captured the West Bank, East Jerusalem, the Gaza Strip and the Golan heights from neighboring Arab states. The Palestinians want the West Bank and Gaza for a future state, with East Jerusalem as its capital.

THE HAGUE, Netherlands — International Criminal Court prosecutors said Monday that they are “actively monitoring” events in Venezuela, where security forces have launched a crackdown on the opposition in the aftermath of the nation’s disputed presidential election. Maduro has called on Venezuelans to denounce election doubters via a government-run app originally created to report power outages. He also said the government was refurbishing two gang-dominated prisons to accommodate an expected surge in jailing of opponents. The ICC has an ongoing investigation into violence that followed Venezuela’s 2017 election but has so far not sought any arrest warrants. His office said Monday that “those investigations are continuing with focus.” It highlighted an online portal where potential evidence can be filed.

CNN —Renewed fears of ethnic cleansing against the stateless Rohingya Muslim community are mounting after reports that hundreds of people, including women and children, were killed by drone strikes while fleeing violence in Myanmar’s western Rakhine state last week. Witnesses and Rohingya activists told CNN that a series of drone strikes on August 5 hit civilians fleeing fighting and violence in their villages in Maungdaw, northern Rakhine. The displaced families had been waiting to cross the river to Bangladesh at the time of the attack, they said. Forced recruitment of Rohingya men and boys is stoking religious tensions between the Rohingya Muslim and Rakhine Buddhist communities, the report said. “Ethnic Rohingya and Rakhine civilians are bearing the brunt of the atrocities that the Myanmar military and opposition Arakan Army are committing,” said Elaine Pearson, Asia director at Human Rights Watch.

ICC prosecutor Karim Khan announced in May he was seeking arrest warrants for Netanyahu, Israeli Defense Minister Yoav Gallant, and three Hamas leaders – including Gaza chief Yahya Sinwar – over charges of war crimes and crimes against humanity. The court has no means of enforcement, however ICC members have an obligation to cooperate fully with its decisions. If the warrants are granted, Netanyahu and others could risk arrest when traveling to the 124 countries that are ICC members – including Germany and the United Kingdom. The international court still must assess submissions from other powers before making a decision on whether to grant the request for arrest warrants. That U.S. politicians from both major parties invited Mr. Netanyahu to Washington at all — let alone to lecture our lawmakers in the people’s house — is a disgrace. Mr. Netanyahu’s war on Gaza has already killed at least 39,000 Palestinians (many of them women and children), according to the health ministry in Gaza, displaced some 1.9 million people and spread what experts describe as a famine across the besieged enclave. The International Criminal Court prosecutor has applied for a warrant to charge Mr. Netanyahu with war crimes and crimes against humanity. History will cast Mr. Netanyahu’s visit in deservedly ugly tones. Gaza is our war, too, thanks to the indispensable military aid and political cover the U.S. government has lavished on Israel as the death toll climbs.

Jerusalem CNN —Masked Israeli settlers attacked a group of Palestinian farmers and foreign activists accompanying them for protection in the West Bank town of Qusra on Sunday, according to victims of the attack and videos obtained by CNN. Eight activists were participating as part of a Palestinian grassroots campaign called Defend Palestine, which calls on international volunteers to travel to the Israeli-occupied West Bank to protect Palestinians from Israeli settler attacks. They said they were accompanying Palestinian farmers to their olive fields, which they haven’t been able to access since October because of attacks by Israeli settlers. There are currently more than 700,000 Jewish settlers in the West Bank. Sunday’s assault followed a separate attack on Saturday in the West Bank, south of Hebron.
