Mauro Pimentel/AFP/Getty ImagesThe moment was a fluke, the type of logistical error that’s almost inevitable at gatherings of almost two dozen world leaders. Yet it was difficult to ignore the impression it left: that Biden is disappearing from view as the world turns its attention to his successor. What members of Biden’s team have been willing to acknowledge is how little they actually know about what Trump and his team may be planning. In Lima and Rio de Janiero, Biden fielded no questions from the press and his aides spoke only off-camera. Reporters had opportunities to ask Biden questions at the G20 summit in Rome in 2021, in Bali in 2022, and in Vietnam in 2023, following the summit’s conclusion in India the prior day.

New York CNN —Over the past three years, Elon Musk has met dozens of times with presidents, prime ministers, lawmakers, government officials and political candidates from around the world. Other meetings, such as a recent conversation with Argentine President Javier Milei, the world only glimpses through the billionaire’s social media posts. Recently, Musk’s political activism has begun to have a tangible impact on his companies: Brands pulled their advertisements from X, tanking its value. CNN’s analysis also suggests that Musk has, in particular, worked to develop influence among a set of right-leaning world leaders, including Modi, Bolsonaro, Milei and Italian Prime Minister Giorgia Meloni. Now, as he campaigns for Trump, Musk may be setting himself up for his most prominent political role yet: a position in a possible future Trump White House.

During his two-day visit, Modi is expected to attend a private dinner hosted by Vladimir Putin and hold talks with the Russian president, according to India’s foreign ministry spokesperson Randhir Jaiswal. Reducing the trade imbalance would be a “matter of priority” in Modi’s discussions with Putin, he added. Modi’s visit to Russia is also widely seen as the latest dent in efforts by Western leaders to cast Putin aside. Later that year, Putin did not attend the Group of 20 leaders’ summit in New Delhi, during which leaders delivered a consensus statement criticizing his invasion of Ukraine. Following his Russia trip, Modi will visit Austria in the Indian leader’s first visit to the European nation, according to his office.

Preparations are being made for Modi’s visit to Moscow and dates will be announced soon, Kremlin spokesperson Yuri Ushakov said, according to Russia’s state-owned TASS news agency. “I can confirm that we are preparing a visit by the Prime Minister of India,” he said, according to TASS. India’s ties with Russia date back decades to the Cold War and have remained strong despite repeated sanctions on Moscow from Western governments. At the same time, India’s ties with the United States have grown stronger, amid shared concerns over China’s assertiveness in the Indo-Pacific region. Modi met with US President Joe Biden during a state visit to Washington last June, in a trip further cementing their defense, trade and technology partnership.

CNN —India’s Prime Minister Narendra Modi is in the United Arab Emirates to inaugurate a Hindu stone temple, boosting his credentials as a global statesman months before he heads to the polls in a nationwide election where he is seeking a rare third term in power. Indian Prime Minister Narendra Modi with President of the United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan in Ahmedabad state of Gujarat, India on January 9, 2024. Yet, analysts expect this will not present an issue for Modi during his visit, given India’s rising prominence, its growing economy and strategic position on the global stage. In 2015, the UAE government allocated land for the development of the temple, in a major win for the diaspora. Currently, India's Hindus, Muslims, Christians and large tribal populations follow their own personal laws and customs, alongside an optional secular code, for marriage, divorce, adoption and inheritance. The Law Commission, a government-appointed advisory body, has sought public opinion by Friday on creating a Uniform Civil Code (UCC). The BJP says the common code is necessary to ensure gender justice, equality through uniform application of personal laws, and to foster national unity and integration. The comments were his most forceful in favour of the common code and set off a political storm. "Majoritarian morality must not supersede personal laws, religious freedom, and minority rights in the name of a code which remains an enigma," it said.

The Russian president needs to restore his image of a man in full command of his country to audiences at home and abroad. Speaking at the summit, Putin tried to reinforce the message he had delivered to the Russian people, the claim that all Russians had stood with him. It wasn’t just his use of “alternative facts” that undermined Putin’s effort to leverage the SCO summit into a place to restore his standing as Russia’s czar for the foreseeable future. In fact, in the aftermath of the Prigozhin uprising, Putin has echoed the traditional strongman’s playbook of buying loyalty. Putin now faces a triple task: reclaiming the mantle of invincibility in Russia, rebuilding that image abroad and winning his calamitous war in Ukraine.

CNN —All eyes will be on Vladimir Putin this week, with the Russian president expected to make his first appearance on the world stage since the Wagner insurrection threatened his steel grip on power. In the brief, chaotic insurrection, Wagner – a private mercenary group led by warlord Yevgeny Prigozhin – took control of key military facilities in two Russian cities. Participants of the 22nd meeting of the Shanghai Cooperation Organization (SCO) leaders' summit in Samarkand, Uzbekistan on September 16, 2022. By contrast, Putin managed to end the Wagner insurrection before it reached the capital, without bloodshed. Modi made headlines at last year’s in-person SCO summit in Samarkand, Uzbekistan, when he told Putin that now is not the time for war, appearing to directly rebuff the invasion.

U.S. rights groups planned protests over what they call India's deteriorating human rights record (here). It has been circulating online since at least October 2019 (here). Indeed, Biden will likely be accused of hypocrisy for playing down issues of human rights and democracy erosion under Modi, both accusations that Modi claims are false. Indian Prime Minister Narendra Modi and US President Joe Biden meet at the Oval Office, in September 2021. Though Modi’s administration denies it, human rights organizations say discrimination against Muslims has worsened under Modi and his Hindu nationalist Bharatiya Janata Party. Officials say Biden will raise the issue of India’s human rights record and democracy backsliding, but it’s likely they will be downplayed. After all, putting human rights publicly at the heart of relations with Saudi Arabia did little more than open the region’s door to China.

There has been close attention to diplomatic detail in advance of Thursday’s state dinner, including catering to the guest’s dietary restrictions. Nina Curtis, a plant-based chef from Sacramento, California, will be the dinner’s guest chef, working with White House Executive Chef Cris Comerford, and White House Executive Pastry Chef Susie Morrison to develop the menu, the office of the first lady said. Modi, a White House official said, is a vegetarian and “the First Lady selected Chef Curtis for her experience with plant-based cuisine.”And Grammy Award-winning American violinist and conductor Joshua Bell will provide the evening’s entertainment, the office of the first lady said. The state dinner is one element of an elaborate visit for the prime minister, which comes amid some criticism over Modi’s human rights record. This will mark the third state dinner of the Biden administration after the Bidens hosted French President Emmanuel Macron in December and South Korean President Yoon Suk-Yeol in April.
