London CNN —Local governments across England, Scotland and Wales face a £4.3 billion ($5.6 billion) hole in their finances in the coming year, according to a new report. Many of Britain’s local governments have faced chronic funding shortfalls over the past decade, partly as a result of deep cuts to funds from the central government in the 2010s. “Councils are teetering on the brink of financial disaster,” Unison general secretary Christina McAnea said in a statement. The number of public toilets dropped by 1,629 over the same period, and the number of council-run libraries fell by 1,376, according to Unison. Giving examples of further cuts to come, Unison said Shropshire Council in the West Midlands region of England plans to slashup to 540 jobs.

Not every private school is “synonymous with privilege and great wealth,” argues Sue Hannam, headteacher at Lichfield Cathedral School, a private school in central England. About 620,000 children are currently enrolled in private schools in Britain, equivalent to almost 6% of all school children, according to the Independent Schools Council. Stack (Opinion guest essay, May 18):I appreciate Ms. Stack’s essay, in which she makes several important observations about current attitudes among Israelis. However, she leaves out the tragic choices that Palestinians have themselves made in Gaza and the West Bank. Instead, they diverted essentially all investment into war preparations, including the rocket and tunnel technology that has proved so formidable in several wars with Israel since then. But the other part of the deal, which is seen as critical to winning support in Congress, is for Saudi Arabia to normalize relations with Israel. There are a lot of “ifs” and “provided thats” in this equation that seem most unlikely today. As a result, the U.S. and the Saudis are considering finalizing the deal and taking it to Congress with the stated proviso that Saudi Arabia will normalize relations with Israel the minute Israel has a government ready to meet the Saudi-U.S. terms. Hopefully, though, if there can be a permanent end of fighting and a return of all Israelis taken hostage, Israel will hold new elections. And then — maybe, just maybe — the choice on the table for Israelis will not be Bibi or no Bibi, but Bibi or a credible pathway to peace with Saudi Arabia and the Palestinians.
