The Summary Despite high ocean temperatures, hurricane season has hit a lull. The Gulf of Mexico is blazing hot, but hurricane season — temporarily, at least — has hit a lull, a surprise to researchers who see plenty of ingredients brewing in the Atlantic but no storms on the radar. Hurricane season begins June 1 and ends Nov. 30. Hurricane scientists predicted a record hurricane season this year, and it got off to a record-setting start when Hurricane Beryl became the first Category 4 storm to form in the Atlantic Ocean in June. The unofficial peak of hurricane season is Sept. 10.

Tropical Storm Ernesto, which formed Monday as the fifth named storm of the Atlantic hurricane season, is swirling toward the Caribbean and Puerto Rico. The Atlantic front quickly developed into a tropical storm over the course of the day, as parts of the East Coast are still reeling from the havoc of Hurricane Debby. Ernesto is forecast to strengthen over the next few days and could reach hurricane strength by Thursday. The National Oceanographic and Atmospheric Administration has predicted a 90% chance of an above-normal number of storms by the time the hurricane season concludes in November. Part of the reason for that above-normal activity includes near-record warm ocean temperatures in the Atlantic.

With the ground already saturated from Debby, the National Weather Service said localized downpours could result in additional flash flooding throughout the coastal Carolinas. “Right now, it’s thundering, sprinkling and pretty dark so I’d say it’s going to start raining hard here pretty soon,” she said. Even in drier areas, more than 35,000 homes and businesses in Ohio, New York, Pennsylvania and Vermont still had no electricity as of Sunday afternoon, according to the tracking website PowerOutage.us. Debby’s last day and night over the U.S. inundated parts of New York, Pennsylvania and New England with rain and flash flooding on Friday, prompting evacuations and rescues. Officials announced plans to distribute water bottles and clean-up kits to residents impacted by flash flooding on Sunday and Monday.

The potential cyclone was gaining strength rapidly enough that the center said it would most likely be a named tropical storm by the end of Monday. If so, the name Ernesto is in line for the next Atlantic storm. So far, the National Hurricane Center has not said the front was headed for hurricane status. It would be the fifth named storm of the Atlantic hurricane season so far, as indicated by its temporary name. It says near-record warmth in the tropical Atlantic is providing ample fuel for storm development.

A letter written in 1945 from a naval base in Virginia wound up in a glass bottle more than 800 miles away in Florida, where it was found last week — nearly eight decades later — after Hurricane Debby swept a swath of the state. The letter was addressed to someone named Lee from someone named Chris. But it was Suzanne Flament-Smith, 46, of Tampa, Fla., who found it on Wednesday. By then, the storm had passed Florida, leaving a trail of debris in its path. “There was so much trash,” she said, “water bottles, sunscreen bottles, Crocs, a lot of random articles, too.”

Most people who have flood insurance get it through the federal government, via FEMA's National Flood Insurance Program, experts said.
