OSLO, Norway — A Norwegian human rights foundation gave its annual prize on Thursday to jailed Cuban dissident leader Luis Manuel Otero Alcántara for his “fearless opposition to authoritarianism through art”. Four past laureates of the Rafto prize — Myanmar’s Aung San Suu Kyi, East Timor’s Jose Ramos-Horta, South Korea’s Kim Dae-jung and Iran’s Shirin Ebadi — later went on to win the Nobel Peace Prize. This year’s Peace Prize will be announced on Oct. 11 in Oslo. “The 2024 Rafto prize aims to highlight the importance of the work of Luis Manuel Otero Alcántara and other artists in challenging power structures and defending democracy and human rights, both in Cuba and globally,” the Norwegian foundation said in a statement. On Thursday, the Rafto foundation called on the Cuban government to release him, joining similar calls by Human Rights Watch and Amnesty International.

The agreement also provided scope for funding from China including government and commercial loans to East Timor, he said. Some Australian politicians expressed concern after China's state media reported on Saturday that Beijing's agreement with East Timor, around 700km (450 miles) north-west of Australia, also covered military exchanges. He said he would continue to foster a relationship with the United States, but added that East Timor would not be implicated in any rivalry between Beijing and Washington. East Timor welcomes strong ties with all countries, including its southern neighbour Australia, Ramos-Horta said last year. Upgrading their ties, China and East Timor agreed to cooperation under the Belt and Road Initiative championed by Xi, that could open the way for investment in infrastructure. China sent its military-run hospital ship to the Pacific in July to visit countries including East Timor and the Solomon islands. In a joint declaration, released on state run China Central Television (CCTV) on Saturday, China said it would provide help for East Timor's economic and societal development.

Sept 11 (Reuters) - Portugal enjoyed their biggest-ever win as they thumped Luxembourg 9-0 at Estadio Algarve on Monday to preserve their perfect record in Euro 2024 qualifying. Substitute Joao Felix secured the record victory with a goal two minutes from time after Goncalo Inacio, Goncalo Ramos, and Diogo Jota all scored twice. Portugal's previous record was 8-0, which they achieved three times - twice against Liechtenstein (1994 and 1999) and once versus Kuwait (2003). Portugal have won all six of their Group J matches under Roberto Martinez, who took over in January, scoring 24 goals with none conceded. The result matched the biggest-ever loss for Luxembourg, who have 10 points and are third, three points behind Slovakia.

REUTERS/Lirio Da FonsecaJAKARTA, May 21 (Reuters) - East Timorese voters headed to the polls on Sunday in a parliamentary election that analysts said would likely see two resistance-era figures battle to be prime minister. Sunday's poll is the country's fifth parliamentary election since East Timor gained full independence in 2002 following decades-long occupation by Indonesia. East Timor has in recent years grappled with diversifying its oil- and gas-dependent economy. Leach said the victory of Jose Ramos Horta in last year's presidential election was seen as paving a way for CNRT's return to power.
