Instead, talks will be focused on chemicals of concern and other measures after petrochemical-producing nations such as Saudi Arabia and China strongly opposed efforts to target plastic production over the protests of countries that bear the brunt of plastic pollution. The U.S. delegation did not answer questions on whether it would reverse its new position to support plastic production caps. Climate Change Conference this month that despite not producing any plastic, Fiji is bearing the brunt of its downstream pollution. While supporting an international treaty, the petrochemical industry has been vocal in urging governments to avoid setting mandatory plastic production caps, and focus on solutions on reducing plastic waste, such as recycling. “We would see a treaty successful if it would really put ... emphasis on ending plastic pollution.

Here are some of the main players and negotiating blocs involved in the COP28 conference starting Nov. 30 in Dubai. In climate negotiations, Beijing argues that wealthy developed countries like the United States, the biggest historical CO2 emitter, should move first and fastest in climate policy and finance. Despite having the world's second largest economy after the United States, China considers itself as a developing nation in the climate talks. But U.S. delegates will face pressure for climate finance after Washington pledged no new climate cash to the United Nations this year. AFRICAN GROUP OF NEGOTIATORSAfrican countries will be pushing at COP28 for climate finance and financial mechanisms to speed up green energy projects.

Kenya's President William Ruto called the treaty “the first domino” in a shift away from plastic pollution. The U.N. Intergovernmental Negotiating Committee on Plastic Pollution is charged with developing the first international, legally binding treaty on plastic pollution on land and at sea. Kenya is a global leader in fighting plastic pollution, and in 2017, the country banned the manufacture, sale and use of single-use plastic bags. Nonetheless, he said, it is evident that negotiations have moved beyond plastic waste and into addressing plastic production and toxic chemicals used to make plastic. “The focus is on ending plastic pollution, not plastic production," he said.

June 2 (Reuters) - After a rocky start to a week of negotiations, around 170 countries agreed to develop a first draft by November of what could become the first global treaty to curb plastic pollution by the end of next year. The "zero draft" text would reflect options from the wide-ranging positions of different countries by the start of the next round of talks to be held in Nairobi, Kenya, in November. You have done so by providing us collectively with a mandate for a zero draft and intersessional work," said Jyoti Mathur-Filipp, executive secretary of the Intergovernmental Negotiating Committee (INC) on Plastic Pollution at the closing plenary. Countries like the United States and Saudi Arabia have favored national plans rather than global targets to tackle the problem. Tadesse Amera, co-chair of the International Pollutants Elimination Network, said with growing public concern about the plastic pollution crisis, the negotiations need to result in a strong agreement.

Environment Programme (UNEP), which is hosting the talks, released a blueprint for reducing plastic waste by 80% by 2040. The report, issued earlier this month, outlined three key areas of action: reuse, recycling and reorientation of plastic packaging to alternative materials. This week, dozens of countries were listing public health as one of their priority concerns in limiting plastics production and waste. The UNEP report also identified 13,000 chemicals associated with plastic production, more than 3,000 of which were considered hazardous. Greenpeace, meanwhile, issued a report collecting findings from scientific research papers that suggest plastic recycling processes can release many of these chemicals including benzene into the environment.
The High Ambition Coalition of over 40 countries, including EU members, Switzerland, host Uruguay and Ghana, wants the treaty to be based on mandatory global measures, including curbs on production. That approach contrasts with the country-driven pledges advocated by countries including the United States and Saudi Arabia. Critics say such an approach would weaken a global treaty. Industry representatives at the talks touted the essential role of plastics in daily life, calling for the treaty to focus tackling waste rather than measures to sap production. Environmental group Greenpeace said that without a strong treaty, plastic production could double within the next 10 to 15 years, and triple by 2050.
Here are some of the main stakeholders and negotiating blocs engaged in the U.N. climate conference (COP27) that starts on Nov. 6 in Sharm el-Sheikh, Egypt. A diplomatic row over Taiwan led Beijing to cancel bilateral climate talks with the United States. EUROPEAN UNIONGreenhouse gas emissions from the 27-country European Union comprise about 8% of the global total, and have been trending downward for years. Negotiating as a single group at the U.N. climate talks, the EU intends to push other major emitters to raise their targets. Meanwhile, long-time climate champion King Charles III said he will skip the COP27 conference in Egypt.
In an emailed statement, Monica Medina, the U.S. official leading its treaty negotiations, said the country was committed to ending plastic pollution by 2040. Japan's vice minister for global environmental affairs, Hiroshi Ono, said he knew of a proposed coalition on plastic involving the United States but declined further comment. "We don't need a treaty for countries to decide themselves what their national actions should be. We need a treaty that can actually add on top of that," said Eirik Lindebjerg, global plastics policy manager at WWF, calling such an approach a "light touch." Calls for tougher global measures such as those focused on plastic production have also met resistance from the powerful oil and petrochemical firms that make plastic.
