Orsted , BP and Equinor have collectively written off $4.8 billion against U.S. offshore wind projects in recent days. Equinor, BP’s partner on the Empire Wind and Beacon Wind projects, booked an impairment of around $300 million on its U.S. portfolio. (AP) — Arkansas lawmakers on Thursday voted to audit the purchase of a $19,000 lectern for Gov. The Republican Party of Arkansas reimbursed the state for the purchase on Sept. 14, and Sanders’ office has called the use of a state credit card for the lectern an accounting error. Sanders’ office said it received the lectern in August. Sanders’ office has not said what features contributed to the lectern’s seemingly high cost. The lectern's purchase was uncovered by Matthew Campbell, a blogger and attorney who has sued Arkansas State Police and claimed the agency withheld documents about Sanders' security and travel.

But the EU still needs a steady flow of Russian diesel to global markets to keep prices stable. The Russian government announced the curbs — which also apply to gasoline — Thursday, saying they were aimed at stabilizing domestic fuel prices. Diesel is Europe’s economic workhorse, powering the majority of vans and trucks ferrying goods and raw materials round the continent. Before Europe imposed its import ban, Russia supplied 40% of the country’s diesel.

(AP) — An Arkansas attorney and blogger has filed a lawsuit against the Arkansas State Police that accuses the agency of illegally withholding public records he requested related to Gov. Sarah Huckabee Sanders' travel and security. The requests included communications regarding the security for Sanders and her husband, Bryan Sanders, and records regarding their costs. Campbell also requested communications and travel records for the State Police plane, which the governor uses for travel, and records related to Sanders’ trade mission to Europe earlier this year. They include an exemption for the governor's “working papers,” and another regarding records related to governor's mansion security.

The largest economy in Europe aims to cut its carbon dioxide emissions by 65% by 2030 compared with 1990. The German government's planned CO2 cuts for the energy and industrial sector could cut emissions significantly, but the buildings and transport sectors' efforts are lagging, the council said in a report. The transport ministry's assumptions on the effectiveness of the planned measures for cutting emissions are also "optimistic," the council said. "There is a lack of a coherent and consistent overall concept and an overarching framework of measures," the report concluded.

African American Studies has had a tumultuous journey since its official rollout in February, when it emerged that the College Board had revised the course’s content. African American studies is interdisciplinary, encompassing concepts from history, sociology, politics, legal studies, arts and culture. But the College Board removed or watered down key subjects and concepts from the course framework, such as critical race theory and mass incarceration. Now, real estate developer Atrium Ljungberg has announced plans to build the world’s largest “wooden city,” which will be constructed in Sweden’s capital, Stockholm, from 2025. Stockholm Wood City will feature 7,000 office spaces and 2,000 homes in the city’s southeast, and will offer “a vibrant, urban environment with a mix of workplaces, housing, restaurants and shops,” according to a press release. Stockholm Wood City's developers say it will be the largest timber construction project in the world. The first buildings in Stockholm Wood City, which is being designed by architecture firms White Arkitekter and Henning Larsen, are set to complete in 2027.

Prices reversed course mainly because of longer-than-expected maintenance outages at key gas plants in Norway, analysts told CNN. “The recent price rally shows just how sensitive the European market is to disruption,” said Bill Weatherburn, a commodities economist at Capital Economics. European natural gas prices are still far below their levels last summer, when the continent found itself locked in an energy standoff with Russia following Moscow’s invasion of Ukraine. The field is one of the biggest in the world but now accounts for just a fraction of Europe’s gas supply. “The European gas market — and by extension the global gas market — [is] certainly not out of the woods in terms of adequately matching supply with demand,” Tom Marzec-Manser, head of gas analytics at ICIS, told CNN.
