CNN —Colombia’s congress has voted to change a law that allowed minors to get married with parental consent. The proposal would make the minimum age for marriage 18, and seeks to protect the rights and development opportunities for minors. “Minors are not sexual objects, they’re girls,” congresswoman Clara López Obregón said in a statement after the proposal was greenlit. Child marriage remains a widespread practice worldwide and affects around 12 million girls per year, according to the UN’s agency for children, UNICEF. In Latin America, poverty is the main factor leading to minors getting married, according to UNICEF.

CNN —Colombia has approved a bill banning bullfights, marking a significant victory for animal rights activists over advocates who argued to uphold the sport in the South American country. CNN —Colombia’s capital, Bogotá, will begin rationing water this week as several of its reservoirs face unprecedented lows amid a drought made worse by the El Niño climate pattern. Speaking to the media on Monday, Bogotá Mayor Carlos Fernando Galán said reservoirs had reached “historically low” levels and been worsened by El Niño, which causes high temperatures and impedes precipitation. The country and region have experienced long periods without rain since June 2023 due to El Niño, the city wrote on its official website. The plan will see nine different zones take turns rationing water services. Each zone’s water restrictions will begin at 8 a.m. local time and last 24 hours before shifting to the next zone in line.

BOGOTA (Reuters) - Colombia on Wednesday added eight aircraft, some previously used to fumigate drug crops, to its fire-fighting fleet as it braces for more dry El Nino weather that has stoked major wildfires. President Gustavo Petro declared a natural disaster in January as fires ravaged areas of the world's second-most bio-diverse country. Petro attended an event in Tolima province displaying the four AT-802 Air Tractor planes and four Black Hawk UH-60 helicopters, originally donated by top ally the United States, that were refitted to drop water and chemicals to quell flames. The planes were used to spray the herbicide glyphosate on illegal plantations of coca, the chief ingredient in cocaine, until 2015 when the flights were stopped due to health concerns related to the chemical. But in a brief statement issued just minutes before midnight, both sides said that they have extended the cease-fire for 180 days. The statement says the National Liberation Army, known by its Spanish acronym ELN, will “temporarily and unilaterally suspend economic detentions” in order to contribute to the cease-fire. BOGOTA (Reuters) - The government of Colombia and the National Liberation Army (ELN) guerrillas have not yet agreed to extend their bilateral ceasefire for another six months, the rebel group said on Monday. The government of President Gustavo Petro restarted peace talks with the ELN in 2022 as part of a policy of 'total peace', to end Colombia's six-decade conflict, which has left more than 450,000 dead. An initial six-month ceasefire expired last week and was extended for five days, a measure that will end on Monday night. "Measures are being taken to resolve factors of crisis factors and add new elements of commitment to be fulfilled by both parties, with the purpose of agreeing on an extension of another six months of this temporary and national bilateral ceasefire," the ELN delegation said in a statement. The statement was released ahead of the close of a sixth cycle of talks between the rebel group and the government in Cuba's capital, Havana.

CARACAS, Venezuela (AP) — The U.S. government and nearly 30 conservative world leaders on Saturday condemned the decision of Venezuela’s highest court to block the presidential candidacy of opposition leader María Corina Machado. “The United States is currently reviewing our Venezuela sanctions policy, based on this development and the recent political targeting of democratic opposition candidates and civil society,” U.S. State Department spokesman Matthew Miller said in a statement. Machado insisted throughout the campaign that she never received official notification of the ban and said voters, not ruling-party loyalists, were the rightful decision-makers of her candidacy. The ruling came more than three months after Maduro and the U.S.-backed opposition reached a deal to work on basic conditions for a fair election. The deal led Washington to ease some economic sanctions on Venezuela's oil, gas and mining sectors.

CNN —Colombia declared a disaster situation on Thursday due to wildfires raging across several parts of the country, as the president warned the conditions could get worse. Colombia’s President Gustavo Petro declared a “situation of disaster and calamity,” telling reporters that funds previously approved for other purposes are being redirected to deal with the crisis. The government is also seeking international help, he said, adding that the United States, Chile, Peru and Canada, “which has enormous experience [fighting fires],” have responded to the call. Asked for his reaction on Tuesday, Mexico's leftist President Andres Manuel Lopez Obrador said he respected the voters' verdict, but added that he believed Milei's win is unlikely to alleviate Argentina's problems. But other leftist Latin American leaders were more supportive. Chilean President Gabriel Boric and Brazil's President Luiz Inacio Lula da Silva both extended best wishes to Milei. Lula's congratulations came despite Milei's harsh criticism of the Brazilian leader on the campaign trail, where at one point Milei labeled Lula an "angry communist" and corrupt. Milei found enthusiastic support among right-wing populists, including former U.S. President Donald Trump and former Brazilian President Jair Bolsonaro, who Lula narrowly defeated last year.
