The United Nations’ nuclear watchdog agency censured Iran on Thursday evening for failing to cooperate fully with the agency’s monitoring and inspection, as the country is obligated to do under the Nuclear Nonproliferation Treaty. The censure by the International Atomic Energy Agency could lead to penalties against Iran, including renewed economic sanctions. The agency’s Board of Governors voted 19 to 3, with 12 abstentions, for the censure, despite intensive lobbying by Iran and its foreign minister, Abbas Araghchi. The three votes against were cast by Russia, China and Burkina Faso. Mr. Araghchi promised that Iran would retaliate if the resolution passed, most likely choosing to accelerate its enrichment of uranium to levels close to bomb grade, rather than putting a cap on that enrichment.

After stalling for three sessions, the greenback was back on the march higher, with investors lifting the dollar index measure against its key rivals closer to a one-year high of 107.07 hit last week. The dollar has rallied more than 2% since the Nov. 5 U.S. presidential election on bets Trump's policies could reignite inflation and temper the Fed's future rate cuts. The dollar index held steady at 106.56, up from a one-week nadir hit in the previous session. "The Russia-Ukraine conflict is heating up, which is further denting sentiment towards the euro alongside the prospects of trade tariffs," another "bullish cue" for the dollar index given the euro's heavy weighting, City Index's Simpson said. The dollar gave up some gains against the yen, down 0.33% at 154.91 yen , although the Japanese currency remained under pressure.

AP —Iran has defied international demands to rein in its nuclear program and has increased its stockpile of uranium enriched to near weapons-grade levels, according to a confidential report by the United Nations’ nuclear watchdog seen Tuesday by The Associated Press. Uranium enriched at 60% purity is just a short, technical step away from weapons-grade levels of 90%. The IAEA also estimated in its quarterly report that as of Oct. 26, Iran’s overall stockpile of enriched uranium stands at 6,604.4 kilograms (14,560 pounds), an increase of 852.6 kilograms (1,879.6 pounds) since August. Western diplomats consider censuring IranIran last week offered not to expand its stockpile of uranium enriched up to 60%, during a visit to Tehran by the IAEA chief, Rafael Mariano Grossi. In the past, Iran has responded to resolutions by the IAEA Board of Governors by further enhancing its nuclear program.

President-elect Donald Trump is planning to nominate South Dakota Republican Gov. Kristi Noem to serve as the secretary of the Department of Homeland Security, according to four sources familiar with the decision. As Homeland Security secretary, Noem would oversee a number of key federal agencies including U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, the Federal Emergency Management Agency (FEMA), the U.S. Secret Service, TSA and the Coast Guard. Noem has criticized President Joe Biden's handling of the border, echoing arguments made by Trump that violent criminals are flooding into the country. Similar to Trump's other allies, Noem had signaled support for his efforts to overturn the 2020 election results.
