The report, released on Nov. 20, looks at how countries' planned climate action compares with what is needed to meet global climate goals.
The report analyzes the difference between planned fossil fuel production and the amount deemed consistent with meeting global climate goals.
In 2009, developed countries pledged to provide $100 billion per year in climate finance to developing nations.
