The increase came after the Biden administration made it easier for student borrowers to apply for bankruptcy by overhauling its guidelines last November. The government now supports borrowers’ use of bankruptcy to eliminate student debt when they meet certain economic hardship conditions. That is a sharp change from the old, far more adversarial procedure that borrowers found confusing and intimidating.

The Education Department ordered the Phoenix-based Christian school to pay a fine of $37.7 million, the largest ever of its kind. The school, which has an enrollment of more than 100,000 on-campus and online, will also need to comply with a series of special disclosure requirements for the next few years.

More than three million borrowers have had $127 billion of their federal student loans flagged for cancellation, despite a Supreme Court ruling in June that blocked relief for millions more student-loan holders. The high court ruled that the Biden administration couldn’t cancel hundreds of billions of dollars for tens millions of student-loan holders, reasoning that the authority for such a broad-based policy doesn’t exist under the law. Borrowers have said they faced long delays on customer-service lines, with many hanging up after hearing estimates of lengthy wait times, people familiar with the matter said. Borrowers have also complained about the guidance that customer-service representatives or the companies’ automated systems are providing.
