BUSAN, South Korea — Countries negotiating a global treaty to curb plastic pollution failed to reach agreement on Monday, with more than 100 nations wanting to cap production while a handful of oil producers were prepared only to target plastic waste. The fifth U.N. Intergovernmental Negotiating Committee (INC-5) meeting intended to yield a legally binding global treaty in Busan, South Korea, was meant to be the final one. The most divisive issues included capping plastic production, managing plastic products and chemicals of concern, and financing to help developing countries implement the treaty. An option proposed by Panama, backed by more than 100 countries, would have created a path for a global plastic production reduction target, while another proposal did not include production caps. Plastic production is on track to triple by 2050, and microplastics have been found in the air, fresh produce and even human breast milk.

If Dyson spheres really exist, what could they be used for? “Freeman Dyson said that we should dismantle Jupiter — the whole planet (for the raw materials).”That supercolossal scale probably means that Dyson spheres, if they exist at all, are very rare. “However, contamination by circumstellar debris disks, which mimic Dyson Sphere infrared signatures, remains a concern,” he added in an email. CNN —Astronomers have spotted the most massive known stellar black hole in the Milky Way galaxy after detecting an unusual wobble in space. The wobbling movement of an old giant star in the Aquila constellation revealed that it was in an orbital dance with a dormant black hole, and it’s the third such dormant black hole spotted by Gaia. So Gaia BH3 is the most massive black hole in our galaxy that formed from the death of a massive star. Stellar black holes observed across the Milky Way galaxy are about 10 times as massive as the sun on average. True to expectations, the researchers found that the star orbiting Gaia BH3 was metal-poor, which means that the star that formed Gaia BH3 was likely the same.

My newsroom colleagues Jason Horowitz and Gaia Pianigiani have a lovely report this week about family-friendly policies in the Italian province of Alto Adige-South Tyrol, which has the highest birthrate of any region in an aging, depopulating Italy. Their story is a portrait not just of a particular policy matrix but also the culture that policy can help foster. Some of what Carney describes is a set of habits that’s beyond the reach of policy. (I don’t think there’s much the government can do to persuade parents to “Have Lower Ambitions for Your Kids,” to select one of his more striking chapter titles.) But some of the sense of overwhelmingness that comes with modern parenting seems like it could be mitigated, not just through a once-a-year benefit or tax credit, but also through small consistent signals of support: the family discount on groceries, the convenient in-home child care option, the open play space, the flexible work space.

CNN —Astronomers have spotted the brightest known object in the universe, and it’s a quasar powered by the fastest-growing black hole on record, according to a new study. The black hole powering the quasar devours the equivalent of one sun per day and has a mass about 17 billion times that of our sun, the researchers found. A black hole is massive power sourceThe intense gravitational influence of black holes draws matter toward these celestial objects in such an energetic way that the process creates light. The blinding radiation is due to the black hole’s accretion disk, or the ring around the black hole where material gathers before being consumed. The team followed up with observations from the powerful Very Large Telescope in Chile’s Atacama Desert to confirm details about the black hole, including its hefty mass.

☆ Contested Migrant Deal Between Albania and Italy Moves Forward

☆ A Leaning Tower in Italy (Not Pisa) Becomes a Worry

The Garisenda Tower in Bologna is not as famous as the Tower of Pisa, but it leans a little more. Lately, though, the dynamic of its movement has become worrisome, and city officials decided recently that the central square where it stands a few meters apart from the much taller Asinelli Tower will be closed off, most likely for years. The tower, which, along with the Asinelli Tower, makes up the “two towers,” a symbol of the city, has historically slanted four degrees. But recent surveys have found traces of unexpected rotation in its incline and other imperceptible movements that need to be studied more carefully, the authorities said. “The point is not that the tower is collapsing,” Mayor Matteo Lepore of Bologna said in a phone interview.

☆ In Israel and Gaza, Photos Show the Human Cost of War

After Hamas, which controls Gaza, attacked Israel on Oct. 7, photographers documented moments of mourning and later, mobilization. Israel retaliated by bombarding Gaza with airstrikes; a photographer in the Gaza City neighborhood of Al-Nasr captured images of children looking toward the sky, fearing aerial attacks. Over the past two weeks, the photojournalism of The New York Times has relayed the horror and human cost of the conflict. Ms. Tripoli, who is based in London, oversees the Times photography coming out of Israel and Gaza. ☆ An Italian Island Reflects Giorgia Meloni’s Challenges on Migration

On Italy’s southernmost island, Lampedusa, thousands of migrants crowded a reception center built for 600, as small boats hailing from Tunisia kept arriving. Outside Rome, a bus carrying migrants en route from Sicily to a center in the north crashed into a truck on Friday, killing the drivers of both vehicles and injuring 19 migrants. The huge challenges posed by immigration were in the spotlight again in Italy this week, undermining the efforts of the far-right ruling coalition led by Prime Minister Giorgia Meloni to show that she had made progress in dissuading migrants from coming. In the years leading up to her election last year, Ms. Meloni positioned herself as a hard-line opponent to migration, calling for a “naval blockade” and suggesting that the boats used to rescue migrants be sunk once the migrants were taken off them. Since taking power, she has changed tactics, signing a European Union deal with Tunisia aimed at stemming the flow of migrants from that country, and working with the bloc to facilitate the redistribution of those who do arrive across member states.
