U.S. House Speaker Kevin McCarthy (R-CA) arrives at the U.S. Capitol ahead of an expected vote in the U.S. House of Representatives on a bill raising the federal government's $31.4 trillion debt ceiling, in Washington, May 31, 2023. "There's no reason for a government shutdown," White House Press Secretary Karine Jean-Pierre said Wednesday at a briefing. WASHINGTON — Concerns over a potential government shutdown have reached a fever pitch as the House of Representatives returns to session this week with little progress to show on budget negotiations. Freedom Caucus Republicans have said they oppose even passing the continuing resolution without concessions on border funding and if it includes money for Ukraine. The speaker warned his caucus that a government shutdown would have negative effects on the impeachment process as well.

GOP Freedom Caucus members initially held out on voting for Kevin McCarthy for House speaker. Many have now received key appointments, including Lauren Boebert on the Oversight Committee. Boebert and several other Freedom Caucus Republicans have been given seats on the House Oversight Committee, the main oversight body in the House of Representatives. Reps. Byron Donalds, Paul Gosar, and Scott Perry, other members of the Freedom Caucus, were also put on the committee, Axios reported. Members of the Freedom Caucus, which include vocal Trump supporters and 2020 election deniers, repeatedly refused to support McCarthy in his bid for House speaker.

Second, the newly elected Congress will be sworn in on January 3. Everything resets in the new Congress, and lawmakers will have to start from scratch on anything they don’t finish up this month. One major looming question is whether Senate Republicans and Democrats can agree on a bill to fund the government for a full year or whether they have to punt to the next Congress. If the Electoral Count Act can pass, it could be slipped into that massive spending bill. But that’s a very open question, since that massive spending bill has not yet been put together.
Rep. Marjorie Taylor Greene expressed support for Rep. Kevin McCarthy's bid for House speaker. Greene criticized the possibility of fellow conservative Republicans challenging McCarthy. Cheney, a staunch critic of former President Donald Trump, lost her reelection, but could technically become House speaker if she receives enough votes, though such a move is uncommon. The current opposition to McCarthy could be a sign of more internal division to come under a House Republican majority. Greene, also a member of the House Freedom Caucus, had previously voiced concerns about McCarthy's leadership after House Democrats removed her from her committee assignments last year in light of her past inflammatory statements.
