A foster care advocate is challenging Rep. Nancy Mace's account that she was "physically accosted" by a man who was arrested at the Capitol on Tuesday. "I think James took that seriously," Hinkle said, describing how they and others watched McIntyre, who co-founded Foster Care Alumni of America’s Illinois chapter, approach Mace after she spoke and reached out his hand. The Department of Justice should investigate four of the nation’s biggest operators of youth residential treatment facilities for civil rights violations and fraud, Sen. Ron Wyden, D-Ore., argued Wednesday in letters to Attorney General Merrick Garland. Sen. Ron Wyden, D-Ore., led a two-year probe into residential treatment facilities for at-risk youth. Wyden said these were clear violations of federal Medicaid rules prohibiting residential treatment facilities from restraining children to discipline them, and from simultaneously restraining and secluding children. Acadia and UHS have both paid multimillion-dollar settlements in recent years to resolve DOJ probes into their hospitals and psychiatric centers. However, those cases did not focus on youth facilities run by the companies, which Wyden is asking the DOJ to investigate.

Basic income has become a trending strategy to combat poverty in cities nationwide. ARPA funds have been used to partially or fully fund most US basic-income pilots so far, but funds are set to expire. While philanthropy and nonprofit work have been central to basic-income pilots, they are not always a long-term or large-scale funding solution. More GBI programs are electing to focus on specific groups of participants, like low-income parents with children and foster youth. The program is funded through the Temporary Aid to Needy Families Program (TANF), an existing federal cash assistance program for low-income families.

But despite California lawmakers' pro-union stance, the people who work for them have never been allowed to form a union. An attempt to do so last year failed to get a vote in the state Assembly. INVOLUNTARY SERVITUDEThe state Assembly approved a proposal to change the state constitution to remove exemptions to involuntary servitude as a punishment for crime. The proposal would have to get a two-thirds vote in the state Senate, which doesn’t plan to vote on it until next year.

CNN —The House of Representatives is on track to vote Wednesday on a bill to suspend the nation’s debt limit through January 1, 2025, as lawmakers race to prevent a catastrophic default. The bipartisan debt limit deal struck between the White House and House Republicans was announced over the weekend – the culmination of long days and late nights of contentious negotiations that at times looked like they might breakdown and fall apart entirely. The effort to secure a debt limit deal has proven to be a major leadership test for both House Speaker Kevin McCarthy and Biden. Suspending the debt limit through 2025 takes the threat of default off table until after the presidential election. Before the House votes on final passage of the debt limit deal, the chamber must first vote to pass a rule setting parameters for floor debate.

Philadelphia is launching a guaranteed income program for pregnant people. The city has the highest infant mortality rate of the top ten most populated cities in the US. The city's health department announced it will oversee a trial program beginning next year to provide 250 pregnant people with $1,000 a month. Called the Philly Joy Bank, the Philadelphia program will offer no-strings-attached funding in the vein of other guaranteed income programs. "We know that being able to better support pregnant people and new parents helps keep babies alive.

A couple from Minnesota gets by on disability benefits and a basic-income program aimed at parents. The St. Paul pilot program launched in 2020 provides 150 families $500 per month for 18 months. The possibilities opened up for their family when Malissa was chosen for a guaranteed-income pilot program in her hometown of St. Paul, Minnesota. Money from guaranteed-income programs does not typically affect one's eligibility for public-assistance programs in the way employment can. The couple has been supporting their family on about $2,000 per month in disability income because of mental-health issues and complications from a childhood case of spinal meningitis.

LANSING — State officials in Michigan announced changes this week to address administrative failures that have made it difficult for some of the state’s most vulnerable foster youth to earn a high school diploma. The actions came after NBC News reported on foster youth in Michigan who were denied credit for classes they took while living in state-funded, state-licensed residential facilities. He was one of five foster youth who addressed the board or had their statements read into the record on Tuesday. “The first thing we need to do is to get into the Legislature and make certain that there’s no such thing as noncredit-bearing courses in Michigan public education. The foster youth and their advocates said they’re hopeful that real change is coming.
