Ukraine says Russia launched an intercontinental ballistic missile overnight targeting Dnipro city in the central-east of the country, which, if confirmed, would be the first time Moscow has used such a missile in the war. It said an intercontinental ballistic missile was fired at Dnipro city along with eight other missiles, and that the Ukrainian military shot down six of them. The attack comes two days after Russian President Vladimir Putin signed a revised nuclear doctrine that formally lowers the threshold for the country's use of nuclear weapons. Ukraine on Tuesday fired several American-supplied longer-range missiles and reportedly fired U.K.-made Storm Shadows on Wednesday into Russia. While the doctrine envisions a possible nuclear response by Russia to a conventional strike, it is formulated broadly to avoid a firm commitment to use nuclear weapons and keep Putin's options open.

Speaker Mike Johnson on Wednesday said that he supports restricting “single-sex facilities” in the Capitol, including restrooms, to “individuals of that biological sex”— which would effectively ban the first transgender congresswoman from using women’s bathrooms in the next Congress. Rep. Nancy Mace, R-S.C., introduced a resolution this week that would ban transgender women from using women's bathrooms and other facilities at the Capitol. She said Tuesday the bill "absolutely" targets Rep.-elect Sarah McBride, D-Del., the first openly transgender person elected to Congress. Russian President Vladimir Putin's broadened nuclear doctrine appeared to be a thinly veiled threat to the United States and its allies over their ramped-up support for Ukraine. The updated document includes a change that allows for Moscow to launch a nuclear strike if attacked by a nonnuclear country, such as Ukraine, that is supported by a nuclear state, such as the U.S. It was formally approved the same day that Kyiv used its first U.S.-supplied long-range ATACMS missiles against Russia. Defense Secretary Lloyd Austin told NBC News that he saw no indication that Moscow is imminently intent on using nuclear weapons. “He has rattled his nuclear saber quite a bit and this is dangerous behavior,” Austin said of Putin.

The United States said Wednesday that its embassy in the Ukrainian capital, Kyiv, had closed after receiving "specific information of a potential significant air attack." "Out of an abundance of caution, the Embassy will be closed, and Embassy employees are being instructed to shelter in place," it said in a security alert, recommending U.S. citizens take shelter if an air alert is announced. Shutting the embassy is not an unprecedented move amid the war, which reached its 1,000th day Tuesday. “Mary Jane Veloso is coming home,” Marcos said in a statement. Philippine Foreign Undersecretary Eduardo de Vega said at a news conference in Manila that Filipino authorities would discuss the legal terms of Veloso’s transfer with their Indonesian counterparts. The Indonesian government has asked the Department of Justice in Manila to formally request Veloso’s transfer back to the Philippines, Justice Department spokesperson Mico Clavano said. Veloso traveled to Indonesia in 2010 where her godsister reportedly told her a job as a domestic worker awaited her. That Philippine case helped convince Indonesian authorities to delay Veloso’s execution and eventually consider her transfer back to her country, Clavano said.

Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. Putin had signaled the update to his country’s policy earlier this year as he sought to warn the West against loosening restrictions on Kyiv's use of long-range weapons to strike deep inside Russia.

New York CNN —Comcast is planning to spin off most of its cable television networks, including MSNBC and CNBC, into a separate publicly traded company, according to executives with knowledge of the plan. The spinoff is expected to be formally announced on Wednesday. The Wall Street Journal, which first reported the impending announcement on Tuesday evening, said the involved channels also include USA, Oxygen, E!, Syfy and Golf Channel. While observers may view the spinoff as an attempt to shed cable channels that are losing value in the streaming age, the channels still contribute strong profits to Comcast’s bottom line. Wall Street analysts are predicting further consolidation of major media companies in the years ahead.

The House Ethics Committee will meet Wednesday to discuss its report on former Rep. Matt Gaetz, who has been tapped by President-elect Donald Trump to be the next attorney general, NBC News reported Monday. Several key Republican senators want the report on Gaetz released to the Senate for their consideration on whether to confirm him for the AG post, if and when Trump formally nominates him. The Ethics Committee had been investigating Gaetz for alleged sexual misconduct and potential illegal drug use, and other actions. Biden, Xi agree that humans, not AI, should control nuclear arms

"The two leaders affirmed the need to maintain human control over the decision to use nuclear weapons," the White House said in a statement. But it marks a first-of-its-kind step between the two countries in the discussion of two issues on which progress has been elusive: nuclear arms and artificial intelligence. Washington has been pushing Beijing for months to break a longstanding resistance to nuclear arms talks. Formal nuclear arms control negotiations have not been expected any time soon, despite U.S. concerns about China's rapid nuclear weapons build-up, even though semi-official exchanges have resumed. The U.S. defense department estimated last year that Beijing has 500 operational nuclear warheads and will probably field more than 1,000 by 2030.
