MANILA, Philippines — Police in the Philippines said Wednesday that they had arrested three suspects in the kidnapping of an American in the country’s south and that they believe the victim, who was shot in the leg during the abduction, is still alive. Two of the suspects in the Oct. 17 kidnapping of Elliot Onil Eastman, 26, in Sibuco town in Zamboanga del Norte province surrendered separately and pointed to a third suspect, who was arrested in Sibuco, police officials said. Three other suspects, who may be holding Eastman, have been identified, police said, adding that more people could be involved. He has been posting Facebook videos of his life in Sibuco, a remote and poor coastal town, where the suspects spotted him, Galvez said. Thailand is working on a new game plan to boost foreigner arrivals and increase tourism spending: casinos. The strategy has worked for Macao — which has overtaken Las Vegas as the world's largest gambling hub — and Singapore, with two successful 14-year-old casinos. If Thailand's draft bill gets passed into law, the country could be Macao and Singapore's largest competitor by the end of the decade, industry watchers told CNBC. If the law gets passed, Thailand's casinos could generate 187 billion Thai baht ($5.5 billion) in revenues, or 1% of the country's GDP, according to Maybank research. The Thai economy grew 1.9% in 2023, and is expected to grow 2.7% this year, the finance ministry said.

BUCHAREST, Romania — A court in Romania’s capital Thursday placed the divisive internet influencer Andrew Tate under house arrest for 30 days, as prosecutors investigate a sprawling new case that involves allegations of human trafficking of minors and sex with a minor. Outside the court after the judge issued his house arrest measure, Andrew Tate told reporters that many of the alleged victims in the new case have statements in the Tate brother’s defense. After the Tate brothers’ arrest in December 2022, they were held for three months in police detention before being moved to house arrest. Last month, a court overturned an earlier decision that allowed the Tate brothers to leave Romania as they await trial. In March, the Tate brothers also appeared at the Bucharest Court of Appeal in a separate case, after British authorities issued arrest warrants over allegations of sexual aggression in a U.K. case dating back to 2012-2015.

Expats who live and work in Panama are among the happiest in the world, according to the latest Expat Insider report from InterNations, the global community for people who live abroad. 1 country for expats out of 53 countries in this year's report, which surveyed more than 12,500 people in February about how satisfied they feel with their lives in a foreign country. A majority, 82% of people who move to Panama say they're happy with their lives, compared with 68% of expats around the world. Most people said they moved to the Central American country for financial reasons, to retire or for a better quality of life. Expats in Mexico also say it's easy to get used to the local culture and find local friends once there, making them feel "at home" all the faster.
