The French president, Emmanuel Macron, who believes that a personal touch is the key to diplomacy, lured President Xi Jinping of China to a 7,000-foot pass in the Pyrenees on Tuesday, expecting to show off the sweeping views that had stamped his childhood, but instead finding dense fog and wild snow flurries. It was a long, slippery road up the mountain, under torrential rain, but that didn’t stop crowds of Chinese admirers with red flags and pennants from gathering in almost every village along the way, miraculously transposed to a remote area of southwestern France and seemingly uniform in their enthusiasm. Undeterred, but running two hours late, Mr. Macron greeted Mr. Xi under an umbrella at one of his favorite restaurants, “L’Auberge du Berger,” or the “Shepherd’s Stop,” where dancers in colorful local dress twirled and jigged to the sounds of a flute, an accordion and a tom-tom. Mr. Xi was impassive, but his wife, Peng Liyuan, smiled broadly and applauded. Today, travelers headed for Asia’s highest ski resort can enjoy over 1,330 vertical meters (4,363 feet) of skiable terrain, with lifts offering access to four separate skiing zones on Mount Apharwat. Many of those visitors don’t ski but just ride up the gondola to play in the snow and take in the views at the top.

A blast of Arctic air will also plunge much of the country into bitter and, in some cases, dangerous cold, forecasters say. In some parts of this area, the wind chill could reach as low as minus 70 degrees, according to the Weather Service. Brief bursts of moderate to heavy snow lasting an hour or two are likely to occur immediately behind the Arctic front. Strong southerly winds, combined with the new moon-tide cycle, could also bring coastal flooding from northern New Jersey to northeast Massachusetts, the Weather Service said. Meteorologists warned local residents that this is not a normal lake effect event with a narrow band of heavy snow.

Kathy Hochul declared a state of emergency for 11 counties Thursday, saying the state and Buffalo area are "prepared" for the brunt of the major "life-threatening" storm. Lake effect snow occurs when arctic air races across the relatively milder water of the Great Lakes every fall. Rather by the late 21st century it is forecast that there will be a shortened lake effect snow season, and rather than peaking in fall and early winter, it'll be pushed back later to January through March. The lake effect snow will continue for areas downwind of the lakes into Sunday.
