Torrential downpours sparked dangerous flash floods in central Massachusetts on Monday evening, prompting officials in one city to evacuate residents and declare a state of emergency. Between six and nine inches of rain fell on Monday in northeastern Worcester County, where a flash flood warning was in affect until 8 a.m. Tuesday, according to the National Weather Service. A flash flood emergency was declared for Leominster, about 40 miles northwest of Boston and where forecasters bluntly told residents to quickly seek higher ground. Forecasters also said that the surrounding towns of Fitchburg, Lunenberg, Sterling and others could also experience flash flooding. “Do not attempt to travel unless you are fleeing an area subject to flooding or under an evacuation order.”

Ada Deer, a member of the Menominee tribe in Wisconsin and a leading figure in the movement for greater Native American sovereignty since the 1960s, a role she played both as a critic of the federal government and as a top official within it, died on Tuesday in Fitchburg, Wis., a suburb of Madison. She was 88. Ben Wikler, her godson and the chairman of the Democratic Party of Wisconsin, confirmed her death, at a hospital. She had been in hospice care since July. Deer racked up a long list of firsts over the course of her life.

Kelly said the Salvation Army in Massachusetts has received twice as many applications as it did this time last year for its winter heating assistance program, which is aimed at those whose incomes are too high to qualify for federal assistance. The cost of heating oil has been a particular concern for the Biden administration, said the government official. Heating oil and diesel inventories are at their lowest levels on record for this time of year. The administration is also prepared to tap into the Northeast Home Heating Oil Reserve, which has about 1 million barrels of heating oil, if necessary, the administration officials said.

The Justice Department plans to monitor polls in two dozen states across the country to ensure no one intimidates voters or otherwise meddles with Tuesday's midterm elections. The department's Civil Rights Division selected 64 jurisdictions in 24 states, including Alaska, Florida, Georgia and Nevada, for oversight in both the general election and early voting. The division routinely monitors elections in the field, starting in 1965 when Congress passed the Voting Rights Act. DOJ monitored polls in 18 states and 44 cities and counties in 2020, by comparison. Attorneys' Offices and the Office of Personnel Management will assist the DOJ Civil Rights Division in monitoring efforts and maintaining contact with state and local election officials.
