New York City declared a drought warning on Monday, its first in 22 years, as the Northeast deals with severe dry conditions and brush fires during a historically dry autumn. The last drought warning in New York City was issued in 2002. Under a warning city agencies adopt drought protocols and voluntary water conservation is encouraged for New Yorkers. New York City's water supply needs almost 8 inches of rain to reach normal levels, officials said. Kathy Hochul also declared a statewide drought watch on Monday citing “a historic shortage of rainfall” and elevated 15 counties in the Mid-Hudson region and New York City, to a drought warning.

In New York State the total is 60 wildfires covering 2,100 acres in the same timeframe. One blaze, the Hill Fire in Burlington County, has been burning since July 5, he said. CNN —Dangerous wildfires are burning on the East and West coasts Monday, with firefighters in New York and New Jersey working to contain a deadly blaze spurred by an ongoing, historic drought – while strong winds in Southern California could fan a destructive fire in Ventura County. Nearly 600 wildfires have burned nearly 7,000 acres in New Jersey and New York since October 1, according to officials. Most of the fires were in New Jersey, where the state’s Forest Fire Service has responded to 537 wildfires. “We were fortunate that the fire started at 9 o’clock in the morning, with daylight,” said Jim Fryhoff, the sheriff of Ventura County. Agricultural officials assessing the impact on farmland planted with avocados, citrus, and berries have estimated the damage at $2.4 million, the Ventura County Star reported.

CNN —One of the driest months in United States history is coming to a close after causing the worst drought in more than 20 years in parts of the East as temperatures soar well above average there. As of October 25, the average precipitation across the Lower 48 was less than an inch. Only five months in the 129 years of records have ended with less than an inch of average precipitation over the Lower 48. Flash drought happens when drought conditions increase quickly, rather than over a multi-month or yearly timeframe, according to NOAA. It’s the state’s worst drought level since 2002.

For nearly a decade, Massachusetts Sen. Elizabeth Warren has been working to enforce oversight over Navient, a major student-loan company. Warren and some of her Democratic colleagues were concerned that the company was not properly managing student-loan borrowers' payment options, causing them to accumulate unaffordable student debt. However, it released an accountability framework in December that outlined enforcement actions it would take should servicers harm borrowers, including fining servicers and transferring borrowers to better-performing servicers. For example, MOHELA was the first servicer to be hit with a $7 million fine last October for failing to send on-time billing statements to over 2 million borrowers. Terminate MOHELA's contract and put loan services on notice: we will not tolerate your negligence and exploitation; we will not let you profiteer off vulnerable student borrowers."

One person drowned in southwest Poland and thousands were evacuated across the border in the Czech Republic after heavy rain continued to batter central Europe on Sunday, causing flooding in several parts of the region. Rivers overflowed from Poland to Romania, where four people were found dead on Saturday, after days of torrential rain in a low-pressure system named Boris. Some parts of the Czech Republic and Poland faced the worst flooding in almost three decades as towns evacuated thousands. That surpassed a record seen in heavy flooding in 1997, which partly damaged the town and claimed 56 lives in Poland. In Romania, authorities said the rain was less intense than on Saturday, when flooding killed four and damaged 5,000 homes.

One person dead. Homes and buildings charred. Huge tracts of forestland destroyed, the burned area leaving a thick scar covering nearly 25,000 acres northeast of Athens, the Greek capital, according to European satellite images. Although the Greek authorities said on Tuesday that the threat to Athens posed by major wildfires that tore through its northern suburbs a day earlier had diminished, the damage caused has been “massive,” Vasilios Vathrakogiannis, the country’s fire service spokesman, said in a telephone interview. And the true extent of the damage cannot be accurately assessed until the fires are completely doused, he said.

Firefighters in Greece were working early Monday to contain a major and fast-spreading wildfire that broke out near Athens a day earlier, which has damaged buildings and produced flames more than 80 feet tall, the authorities said. The fire started on Sunday afternoon in Varnava, a town less than 30 miles north of Athens by road, and spread rapidly within minutes because of high winds, Greece’s national fire service said. The fire then spread on Sunday evening, in some cases between residential buildings, Col. Vassilios Vathrakogiannis, a spokesman for the fire service, said in a news release. He said the fire also threatened Lake Marathon, a reservoir serving Athens. The fire service warned of strong winds.

CNN —A dance tune with two simple instructions and involving thousands of bouncing, orange-clad soccer fans has gone viral at this year’s European Championships. Prompted by the song, fans link arms and jump to the left. It might sound straightforward enough, but the sight of thousands of fans dressed in orange dancing and singing in unison while walking to the game has been something to behold at Euro 2024.
