The U.S. and Philippine governments have deepened their military alliance since Ferdinand R. Marcos Jr. became president of the Philippines two years ago. Unlike his predecessor, who favored an opening with China, Mr. Marcos has leaned into ties with the United States. Japan and Philippines' defense pact signed on Monday seeks to counter China's increasing aggression in the region and create deterrence that goes beyond reliance on the U.S., experts told CNBC. The RAA marks Japan's second such agreement with a country in the Asia-Pacific region, following similar agreements with Australia in 2022. The treaty must be ratified by the appropriate legislative bodies of the Philippines and Japan before coming into force. Kamikawa called the signing of the RAA "a great achievement" for the two countries to further strengthen security and defense cooperation. Hong Kong CNN —A growing typhoon is sweeping across the Pacific Ocean toward the Philippines, with forecasters warning it could strengthen into a supertyphoon and press on towards Taiwan, Hong Kong or mainland China later this week. Typhoon Doksuri began as a tropical storm in the Western Pacific on Sunday morning, according to the United States’ Joint Typhoon Warning Center. That could increase to about 18 inches of rainfall by Wednesday as the typhoon intensifies and heads toward the northern part of the South China Sea – spelling potential trouble for Taiwan, Hong Kong, and parts of southern China. The Hong Kong Observatory has asked the public to monitor weather announcements, warning the typhoon will bring high heat and thunderstorms ahead of its arrival. MANILA, Feb 14 (Reuters) - The Philippines on Tuesday filed a diplomatic protest calling on Beijing to ensure its vessels cease "aggressive activities" after Manila accused China's coast guard of trying to block one of its ships in the South China Sea using a laser. The Philippine coast guard said on Monday a Chinese coast guard ship directed a "military-grade laser" at one of Manila's vessels supporting a resupply mission to troops in the disputed waterway on Feb. 6, temporarily blinding its crew on the bridge. The actions of China's coast guard vessel were a threat to Philippine sovereignty and security and the country had a prerogative to conduct legitimate activities within its exclusive economic zone, the ministry said. "We urge the Philippines to avoid such actions, and the actions of China's staff are professional and restrained," China's foreign ministry spokesperson, Wang Wenbin, told a regular briefing. The Philippines has filed 203 diplomatic notes against China since last year, foreign ministry data showed.
