A deputy minister of defense in Russia has been detained on charges of taking a “large scale” bribe, the country’s top law enforcement investigators announced on Tuesday. The brief announcement from the Investigative Committee divulged few details about what had led to Timur Ivanov, the deputy minister, being taken into custody. But the legal statute that he is accused of violating is for taking a bribe “on a particularly large scale,” more than one million rubles, or more than $10,000. The Ministry of Defense did not comment on the investigation. Mr. Ivanov, a deputy defense minister since 2016, had long been in charge of military construction projects, including most recently the huge contracts awarded to rebuild the Russian-occupied eastern Ukrainian city of Mariupol, which was devastated by Russian attacks soon after the February 2022 invasion.

But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. Niger's coup leaders on Monday closed its airspace after an ultimatum from the Economic Community of West African States to reinstate elected President Mohamed Bazoum expired on Sunday night. The military junta calling itself the National Council for the Safeguarding of the Fatherland seized power on July 26 and detained Bazoum, with the commander of the country's presidential guard, General Abdourahmane Tchiani, proclaiming himself the country's new leader. Many foreign countries have already begun evacuating embassy staff and citizens from Niger, while the likes of the U.S. and U.K. have partially suspended aid programs. The 15-member ECOWAS gave the military junta one week to return the elected government to power and restore constitutional order, threatening the use of force if its demands were not heeded.

SEOUL, July 24 (Reuters) - A high-level Chinese delegation will travel to North Korea this week, the North's official KCNA news agency reported on Monday, in the first acknowledged visit of its kind since Pyongyang shut its borders in the wake of the COVID-19 epidemic. Chinese Communist Party politburo member Li Hongzhong will take part in celebrations marking the 70th anniversary of the end of the Korean War, KCNA reported. North Korea closed its border in early 2020 to all trade and diplomatic exchanges, even with its main economic and political ally China. North Korea refers to July 27 1953, the date when the armistice ending fighting in the Korean War was signed, as victory day. Large-scale events are expected to mark the 70th anniversary this year.
