Four right-wing parties in the Netherlands said on Wednesday that they had reached a preliminary agreement to form a government that would exclude Geert Wilders, a populist politician, from becoming prime minister. But the chances of forming a government were high, and the parties’ leaders expressed optimism. “This won’t go wrong,” Caroline van der Plas, the leader of the Farmer Citizen Movement, a populist pro-farmer party, told reporters on Wednesday. In response, Mr. Wilders posted two prayer hands and a sun emoji on the social media platform X. The agreement would still largely depend on Mr. Wilders’s party, Party for Freedom, which won elections decisively last fall, sending shock waves through the Dutch political system.

The four parties that were involved in the talks hold a total of 88 seats — a comfortable majority in the lower house. Talks, however, have been tough, with Omtzigt voicing reservations from the outset about some of Wilders’ policies.

Although only nine million out of almost 400 million voters in Europe work in agriculture, they are a vocal and influential bloc that attracts the sympathy of many on a continent where a nation’s identity is often tied to the food it produces. A host of new groups are vying to displace traditional parties. They include the Farmer Citizen Movement, known by its Dutch acronym BBB, which was established four years ago. The party has just one seat in the 150-member Dutch House of Representatives, but it swept regional elections in March, and polls predict it will do well in national elections in November.

AMSTERDAM, April 5 (Reuters) - Dutch Prime Minister Mark Rutte's government faced a no-confidence vote on Wednesday over plans to cut nitrogen emissions on farms, three weeks after being beaten in provincial elections by a farmers' protest party opposed to such cuts. Opposition parties said during Wednesday's parliamentary debate that the Rutte government had failed to offer any convincing policies to tackle nitrogen emissions as well as other issues such as high inflation and immigration. The opposition parties are expected to propose the no- confidence vote later in the day. Environmental groups have won a string of court cases since 2019 ordering the government to limit nitrogen emissions and preserve nature before new building permits can be granted. In a big shock for the Netherlands' political landscape, the farmers' protest party BBB (BoerBurgerBeweging - Farmer Citizen Movement) emerged as the clear winner of the provincial elections on March 15.
