The binding contract — after a preliminary agreement announced in April — is the first major award to be completed under the $52.7 billion program created in 2022. In April, TSMC agreed to expand its planned investment by $25 billion to $65 billion and to add a third Arizona fab by 2030. TSMC also agreed to use its most advanced chip manufacturing technology called "A16" in Arizona.

TSMC is set to open a fab in Arizona next year, while reports suggest Sam Altman is seeking to raise funds to create chip manufacturing plants. Russia has increasingly fired glide bombs at Ukrainian territory in its invasion of the country. AdvertisementBut Russia has not been using the bombs at the same scale against Ukrainian forces that crossed the border into Russia earlier this month. Russia used 750 glide bombs on Ukrainian cities and villages last week alone, according to Ukrainian President Volodymyr Zelenskyy Sunday. It's also fewer than the 50 glide bombs Russia has reportedly been firing daily into Ukraine's Sumy region, which neighbors Kursk. But these were relatively isolated incidents rather than something that was happening as a result of a new strategy, such as using glide bombs in Kursk.

According to an S&P Global analysis, the global semiconductor industry consumed as much water in 2021 as the city of Hong Kong. Water consumption for chip fabs and data centers will rise as the demand for chips grows. The chip fabs stored the TCE underground, but tanks sometimes ruptured, leaking the chemical into the local groundwater and soil. Now, chip fabs must work with local governments to meet water management and waste disposal requirements. Several researchers are investigating ways to reduce and recycle water in chip manufacturing.
