TAIPEI, Taiwan — Taiwan’s defense ministry said Tuesday that live-fire Chinese drills in a province facing the island are routine annual exercises but also possibly part of China’s “deterrence effect” in the waters of the Taiwan Strait. China’s Maritime Safety Administration, in a notice late Monday, said an area around Niushan island in Fujian province would be closed off for four hours starting at 9 a.m. Tuesday (9 p.m. Monday ET) for live-fire drills. Taiwan’s defense ministry said in a statement that those exercises were part of routine Chinese training and were being closely monitored. “No matter how large the scale of the drill is, they should not be frequent and close to Taiwan,” he said. China detests Taiwan President Lai Ching-te, who took office in May, as a “separatist” and has rebuffed his calls for talks.

CNN —Some 5,000 people were rescued from flood-hit areas along North Korea’s border with China over the weekend in efforts supervised by leader Kim Jong Un, the country’s state media reported Monday. Typhoon Gaemi is expected to strengthen into a super typhoon before making landfall on Taiwan’s northeastern coast Wednesday evening. Heavy rain hit Taiwan ahead of the storm’s landfall on Wednesday, with the island’s mountainous areas already reporting rainfall approaching 200 millimeters (8 inches). Typhoon Gaemi is strengthening in Pacific waters that have been at their warmest temperatures on record. Heavy rains battered southern China over the weekend and into Tuesday, setting off landslides and causing roads and homes to collapse as rivers overran their banks. The landslides and flash floods killed at least nine people in Fujian Province and neighboring Guangdong, China’s most populous province. Days of severe rainfall forced thousands of people to evacuate and left more than 100,000 households without power as the region was inundated. As of Monday, at least 17 rivers had risen above warning levels in Guangdong, according to local media. The province has a population of about 127 million people.

CNN —Thousands of people have been evacuated in southeast China after heavy rains hammered the region over the weekend, triggering floods and deadly landslides, authorities and state media said Monday. As of Monday morning, more than 10,000 people were evacuated in Meizhou, the hardest flood-hit city in Guangdong province. Those warnings were underscored in April, when deadly floods submerged parts of Guangdong after rain poured for multiple days. Four people were killed in a series of landslides in the coastal province, CCTV reported Monday. China has been grappling with extreme weather this month as heavy rains inundate the south while severe drought and record temperatures scorch the north.

Taipei, Taiwan CNN —Taiwan has protested against China’s “unilateral” adjustment of civil aviation flight routes that could result in civilian aircraft flying closer to the sensitive Taiwan Strait median line, adding pressure on Taipei in its aviation safety and aerial defense. This means all southbound flights will no longer need to veer off six nautical miles to the west from the designated route – as agreed by Beijing and Taipei in 2015 – and can now fly on the original path, bringing the aircraft closer to the median line and the Taipei Flight Information Region. In 2015, China unilaterally declared the operation of M503 route, prompting protests from Taipei. After negotiations with Taipei, Beijing agreed at the time to move the route six nautical miles to the west of its original path. The median line dividing China and Taiwan has been a tacit understanding between both sides not bound by any legal pact.

Industrial and Commercial Bank of China, the world's largest lender by assets, said Thursday that its financial services arm experienced a ransomware attack "that resulted in disruption to certain" systems. He was also appointed as party chief of a separate Central Financial Work Commission (CFWC), which has been set up to strengthen the ideological and political role of the party in China's overall financial system. The appointments, announced by the central bank's Financial News publication, underscore how the ruling Communist Party has taken direct control of supervising the financial sector. SINGAPORE, Oct 31 (Reuters) - At least three Chinese companies including state giant China National Offshore Oil Company (CNOOC) are evaluating Shell's Singapore assets and considering non-binding bids in coming weeks for the city-state's oldest refinery, according to several sources familiar with the matter. CNOOC, the parent of offshore oil and gas major CNOOC Ltd , operates a joint refining-petrochemical complex with Shell in southern China. However, Sinopec Corp's president said in late August it was not interested in the Shell assets. Two of the sources said Shell had set a preliminary Nov. 5 deadline for proposals, although that could be extended. A Wanhua spokesperson said he was not aware of the company's potential interest in the Shell assets.

Taiwan and the United States dispute that, saying the Taiwan Strait is an international waterway. China's military described the flight as "public hype", adding it had sent fighters to monitor and warn the U.S. plane. China stages almost daily military activities of its own in the Taiwan Strait and seas and skies around Taiwan. The United States last announced a Poseidon mission through the strait in July.

Koinu had weakened into a severe tropical storm but still brought gale-force winds and heavy rain, the city's Observatory said. Typhoon Koinu, which means "puppy" in Japanese, will bring heavy rain along the coasts of Guangdong and neighbouring Fujian province in the next three days, China's National Meteorological Centre (NMC) said. It also issued a yellow alert for strong winds, the third highest in a four-coloured warning system. The typhoon is expected to weaken into a strong tropical storm from late Friday and grow weaker as it heads west along China's southern coast, it said.

TAIPEI, Taiwan (AP) — Typhoon Koinu swept southern Taiwan on Thursday, injuring 190 people but causing no deaths as it brought pounding rain and record-breaking winds to the island, leading to school and office closures. The typhoon brought the fastest wind ever recorded in Taiwan as it approached on Wednesday night. On Thursday afternoon, Koinu's maximum sustained winds measured 155 kph (96 mph) with gusts of 191 kph (119 mph). Despite weakening, typhoon Koinu is expected to douse coastal areas of southern China over the weekend. Taiwan sits in an active region for tropical cyclones, but Koinu is only the second typhoon to make landfall in four years.

TAIPEI, Oct 4 (Reuters) - Typhoon Koinu grinded towards southern Taiwan on Wednesday bringing heavy rain and winds and causing the cancellation of 70 domestic flights and suspension of work and schools in urban areas in southern parts of the island from the evening. Kaohsiung and its neighbouring city of Tainan said they would suspend work and classes from 6 pm (1000GMT) on Wednesday as the weather worsens. After passing through Taiwan, the typhoon will head towards southern China's Guangdong and Fujian provinces and then Hong Kong, where it is likely to weaken further to become a tropical storm. Hong Kong's Weather Observatory said Koinu will enter within 800 km (500 miles) of the financial hub on Wednesday afternoon.
