Din transcrierile negocierilor rezultă că decizia de a ateriza avionul la Minsk a fost recomandată de autoritățile din Belarus. Anterior însă televiziunea de stat din Belarus a difuzat în direct aceleași negocieri, doar că a schimbat replicile dispecerului cu cele ale pilotului. Acest lucru a dat impresia că echipajul a fost cel care a decis inițial să aterizeze avionul la Minsk.
