CNN —Vice President Kamala Harris and former President Donald Trump have tied with three votes each in the tiny New Hampshire township of Dixville Notch, kicking off Election Day in one of the first places in the country to report its presidential preference. By tradition, all eligible voters gather at the now-dormant Balsams Hotel in Dixville Notch to cast their secret ballots once polls open at midnight. Once every ballot is cast, votes are tallied and results announced – hours before anywhere else, making it a destination for national reporters, who often outnumber the voters. In January, four registered Republican voters and two independents participated in the GOP primary, casting six unanimous votes for former South Carolina Gov. CNN’s Gary Tuchman, Eva McKend, Ethan Cohen, Molly English, Gregory Krieg and Eric Bradner contributed to this report.

CNN —Pre-election voting is winding down across the country, with many states wrapping up in-person early voting over the weekend. While overall pre-election voting is down, in some states more voters chose to vote in person early than they did in 2020. However, total pre-election voting in both states was still lower than in 2020 due to significantly fewer people choosing to vote by mail. Republicans grow their pre-election vote shareRepublicans have made up more of the pre-election vote than they did in 2020. The Trump campaign made more of an effort this year to encourage Republicans to vote early and by mail, a major shift from messaging against pre-election voting in 2020.

Election officials warn they’re outmatched and struggling to combat the wave of falsehoods coming from Musk and his platform. Manipulating early voting numbersIn 2020, Trump attacked early voting and mail-in voting, claiming they were used to cheat. Election officials have been inundated with threats of violence since the 2020 election. But Trump and his allies have been laying the groundwork to try to dispute the election should he lose. In Georgia, conservatives sought to allow county election officials to refuse to certify the election results, though the effort was blocked by a state judge.

Trump’s campaign had received an offer to join the show, according to sources close to the former president, but ultimately decided to pass. The latest ABC News/Ipsos national poll showed Trump trailing Harris among likely female voters by 14-points – a margin that far outpaces his 6-point lead among men. These events will continue through the weekend with popular female Trump supporters, including Arkansas Gov. Trump has also relied on other White men to help reach female voters. Partisans from both sides routinely cite early voting data to promote their candidates and express optimism or try to juice turnout based on supposedly weak numbers. Like many political observers, including at CNN, Musk has noticed the better-than-2020 GOP performance in early voting in North Carolina, Nevada and other key states. Registered Republicans make up about 32% of the early vote in Pennsylvania so far, up from 21% at this point in 2020. The improved GOP position in early voting that Musk highlighted is happening in other states as well. Not all registered Republicans will vote for Trump, and not all registered Democrats will back Harris.

Early voting trends cannot predict the outcome of an election, but they can provide clues about who is voting – at least so far. Early voting in Georgia and North CarolinaWhile preelection turnout is generally down, Georgia is an outlier. Compared with the same point in 2020, early voting turnout is roughly the same – down just 1%, according to Catalist’s data. The state also now doesn’t accept mail ballots that arrive after Election Day, even if they are postmarked before the polls close. There’s also a clear partisan difference in how people are voting early in North Carolina.

Most of the fake electors and election deniers did not respond to CNN’s request for comment. MichiganOut of the seven states Trump targeted in 2020, Michigan’s slate of Republican electors for 2024 has – by far – the largest share of election deniers and 2020 fake electors. Five of the 2020 fake electors from the state were tapped to serve as 2024 electors. Thanks to this hedged language, the 2020 fake electors in Pennsylvania weren’t charged. John King talks with Michigan voters Anushka Jalitsagi and Jade Grey in Ann Arbor, Michigan. “If she comes up short in Michigan, I don’t think it’s because of young voters,” said Gray, a former co-president of the University of Michigan College Democrats who graduated in May. They were crucial to Joe Biden’s 2020 Michigan win and in the dramatic state-level gains the party made in 2022. But young voters’ level of support is a big question for 2024 because of anger and disappointment with how the Biden-Harris administration has handled the Israel-Hamas conflict. CNN —While there are still five weeks until Election Day, voting is already underway across the country and a CNN review suggests pre-election voting this year will drop from the pandemic-era highs of 2020. That’s a tiny fraction of the roughly 158 million votes cast for president in the 2020 election. The downtick in interest in early voting so far shouldn’t be surprising. The 2020 election featured historic levels of pre-election voting during the COVID-19 pandemic. However, at the same point in the 2020 election, Democrats accounted for 66% of all ballot requests, while Republicans accounted for 24%.

CNN —The Justice Department sued Alabama on Friday over the state’s recent effort to remove more than 3,000 names from its voter rolls, arguing the move violated federal law prohibiting such action from taking place too close to an election. But in an 18-page lawsuit filed in federal court in Alabama, the Justice Department argued that the so-called voter roll purge ran afoul of the National Voter Registration Act, which governs how and when most states can execute large-scale changes to their lists of registered voters. Nonpartisan election law experts say it’s almost always caught when it does happen, and that it isn’t a widespread problem plaguing US elections. The new lawsuit expands the legal fight against Alabama’s actions, which had been challenged earlier this month by voters in the state, including several impacted by the purge. “I was elected Secretary of State by the people of Alabama, and it is my Constitutional duty to ensure that only American citizens vote in our elections,” Allen said.

Election observers worry that delays in counting mail ballots could give the public a false sense of who’s winning the election. In Wisconsin and Pennsylvania, election officials are still barred from beginning to process mail ballots before 7 a.m. on Election Day – even though election workers in both states have clamored for change. Georgia's State Election Board members discuss proposals for election rule changes at the State Capitol in Atlanta on September 20, 2024. The new law could delay by an hour or more – depending on the county – the posting of unofficial early results, state election officials have said. In Maricopa County, the general election ballot covers both sides of two pages – twice the length of the ballot voters encountered four years ago.

Here’s what to know:When do voting by mail and early voting start? In some states, mail ballots must be in the hands of election officials before polls close, but others will count ballots that arrive after Election Day if they were postmarked earlier. About a quarter of voters cast ballots in person before Election Day, and about a quarter of voters cast ballots in person on Election Day, according to that survey. Some states will not be as accommodating of early or mail-in voting in 2024. Alaska and Rhode Island are unique because they only allow Election Day registration in the presidential election.

Still, the Trump campaign has long worried that Kennedy’s campaign, built on conspiracies and anti-vaccine rhetoric, pulled directly from their side, especially in a handful of key states. CNN —With two presidential candidates fighting over a mere 538 Electoral College votes, a tie scenario is more than possible. Those individual, competitive electoral votes in Maine and Nebraska become hugely consequential in potential tie scenarios. If there’s a 269-269 tie, or if a third party or independent candidate wins electoral votes and keeps a candidate from reaching an Electoral College majority of 270, the next step is the same. CNN —Vice President Kamala Harris has won enough votes from Democratic delegates to win the party’s nomination for president, Democratic National Committee Chair Jaime Harrison announced Friday. Delegates began casting virtual ballots for the nomination Thursday, a process that will continue until Monday evening. “I am honored to be the presumptive Democratic nominee for president of the United States,” said Harris, who joined the virtual event. It’s been clear since shortly after President Joe Biden ended his reelection campaign and endorsed Harris that the vice president would be the only serious candidate for the nomination. Though voting for the Democratic nomination began and will possibly conclude before Harris announces her running mate, party rules don’t require a separate vote to confirm the nominee for vice president.

The 48 states also include the 15 states where former President Donald Trump, the Republicans’ 2024 nominee, had his highest share of the vote in 2020. Since Biden was never the official nominee, states say there’s no problem for HarrisThe election authorities in 48 states and the District of Columbia offered highly similar comments explaining why Harris does not face any hurdles getting on the ballot there. Chelsea Carattini, spokesperson for Republican Idaho Secretary of State Phil McGrane, said in an interview: “There’s no issue. It’s impossible to say for certain whether a particular court in a particular state might rule that the state’s elections authority was wrong. Any challenges after the convention would be challenges to a nominee who received the support of the convention delegates under convention rules.

Democrats on Wednesday adopted the rules the party will use to choose their presidential nominee, with voting to officially nominate Kamala Harris likely to begin August 1. The party has said its goal is to nominate its presidential and vice presidential candidates by August 7 to avoid the possibility of litigation over ballot access in Ohio. That could be determined by a candidate either winning enough votes during remote balloting or gathering a sufficient number of signatures. After a presidential candidate is nominated, the rules allow the nominee to name a running mate without the need for additional remote voting. While the ceremonial presidential vote will be conducted as a roll call, the vote for vice president is likely to be a voice vote.

CNN —Kamala Harris has the support of enough Democratic delegates to win the party’s nomination for president, according to CNN’s delegate estimate. Harris crossed the threshold amid a wave of endorsements from state delegations Monday evening. CNN’s count comes from public statements of support from delegates and state delegations, CNN reporting and conversations with delegates. Endorsements from state delegations are counted as unanimous support for Harris absent other information. I look forward to formally accepting the nomination soon,” Harris said in a statement from her campaign late Monday.

CNN —With President Joe Biden’s support unleashing a flood of endorsements from many prominent Democrats across the country, Kamala Harris has emerged as the favorite to take his place as the party’s nominee for president. The campaign formally amended filings with the Federal Election Commission to rename its principal committee and declare Harris a candidate for president. Cooper previously waved off speculation that he might be on the shortlist for vice presidential nominees if Biden steps aside and Harris becomes the nominee. “Are you at least open to the possibility of being a running mate to Vice President Harris?,” Beshear was asked on MSNBC Monday morning. “I’m not going anywhere.”Whitmer, first elected governor in 2018, emerged as a prominent executive during the height of the Covid-19 pandemic.

In practice, whoever the presidential nominee chooses as their running mate is typically accepted by the delegates. What happens to the money raised for Biden’s reelection? Biden’s reelection efforts had raised a total of $240 million at the end of June. Those funds are split across the DNC, allied committees and Biden’s campaign committee itself. While no US president has been pressured out of a reelection campaign due to concerns over his mental fitness, it is not unprecedented for an incumbent president to abandon his reelection campaign — but it is rare.

Former US President Donald Trump told Ukrainian President Volodymyr Zelensky “not to believe the ‘fake news’” that his possible reelection would help Russia, the Ukrainian president’s press secretary said Saturday. The two also talked about the latest Russian attacks on Ukraine and “agreed in principle” to hold a joint meeting, he said. The phone call between Trump and Zelensky marked their first conversation since the former president left the White House, and came the day after Trump formally accepted the Republican Party’s nomination for president. Trump’s newly minted running mate, Ohio Sen. JD Vance, is a staunch critic of sending support to Ukraine. Trump on Friday said he “had a very good phone call” with Zelensky, while the Ukrainian president said he wished Trump “strength and absolute safety in the future,” and “noted the vital bipartisan and bicameral” US support for Ukraine.

Many of the questions that predated Saturday evening’s assassination attempt have largely faded into the background as former President Donald Trump, President Joe Biden and their respective allies rush to adapt their campaigns to the new landscape. “Honestly, it’s going to be a whole different speech now,” Trump told the Washington Examiner of his convention speech following the assassination attempt. The speech will be a lot different, a lot different than it would’ve been two days ago,” he said. The former president has, so far, been restrained in his response to the attempt on his life. Other members of his party have not, with some immediately suggesting – without evidence – that the alleged gunman was driven to act by heated campaign rhetoric.
