NOAA scientists increased the chance that this year will be an above-normal Atlantic hurricane season to 60% on Thursday. In May, NOAA predicted a "near-normal" hurricane season with 30% likelihood of an above-normal Atlantic hurricane season. The revised estimate of 14 to 21 named storms puts this year close to last year when there were 14 named storms and relatively close to 2021, when there were 21 named storms.

CNN —Extreme heat is far deadlier than other natural disasters, killing on average more than twice as many people each year as hurricanes and tornadoes combined, according to data tracked by the National Weather Service. Phoenix Mayor Kate Gallego recently told Biden the city’s extreme heat is a “long-term emergency.” But it can’t get FEMA federal assistance unless Congress amends the Stafford Act – something some Western lawmakers are pushing for. “Just because we don’t necessarily have the authorities right now in the Stafford Act, that doesn’t mean we’re sitting idly by,” Criswell said. “Right now, FEMA doesn’t treat extreme heat in the same way as it does other disasters because it can’t,” Juanita Constible, senior climate and health advocate for the Natural Resources Defense Council, told CNN. “Adding it to that official list from Congress would clarify FEMA’s role in addressing heat,” Keith said.

Fire breaks out at Dow Louisiana facility

July 15 (Reuters) - A fire broke out at Dow's (DOW.N) Plaquemine chemical facility in Louisiana, the U.S. chemical maker said in a statement late on Friday. Everyone at the facility was accounted for and the fire was being managed by the company's Emergency Operations Center, Dow Louisiana said in a statement posted on Facebook, adding that they were in contact with officials. Explosions at the facility in Iberville Parish shook homes in the nearby state capital, Baton Rouge, WAFB TV reported. Dow did not immediately respond to a Reuters request for comment. As more wildfires threaten communities, provincial agencies are also increasingly leaning on structural firefighters to help protect homes. Since 2009, Canada has been spending more on fighting and suppressing wildfires than on maintaining its firefighting personnel and program.
