An independent panel reviewing the failures that led to the attempted assassination of former President Donald J. Trump in July called on the Secret Service to replace its leadership with people from the private sector and focus almost exclusively on its protective mission. A growing number of employers are considering covering the blockbuster weight-loss drugs, several surveys show. Roughly the same share say they are somewhat or very likely to begin covering these medications for weight loss within the next 12 months, according to KFF’s annual Employer Health Benefits Survey. But only 18% of firms in KFF’s survey, which includes those with 200 or more employees, cover GLP-1 drugs primarily for weight loss. Even employers that provide coverage for anti-obesity drugs often put up guardrails, such as requiring employees to receive prior authorization or to try other weight-loss methods first. Outpatient drug costs are expected to climb 11.4% next year, surpassing the 8% increase projected for medical plan costs, according to Segal’s most recent survey.

The Secret Service has assigned five agents to administrative duties as a result of its investigation into the failures that led to the assassination attempt on former President Donald J. Trump on July 13, according to two people familiar with the situation. The agents have not been fired, and are still being paid. The Secret Service declined to comment, citing rules against publicly discussing personnel matters. Four agents placed on administrative duties are from the Pittsburgh office, and one is from Mr. Trump’s personal detail. Placement on administrative duties is different from being placed on administrative leave, which typically requires agents to turn in their badges and guns until an investigation is completed.

Still, almost no one, including some defense lawyers working on the case, expected Judge Cannon to throw out the charges against Mr. Trump by ruling that Jack Smith, the special counsel who filed the indictment, had been unconstitutionally appointed to his job — especially on the first day of the Republican National Convention. A federal judge dismissed his case on Friday, citing the former New York mayor’s failure to comply with almost any of the court’s requirements. Filing for bankruptcy under the Chapter 11 code protected Mr. Giuliani from having his creditors coming after his assets and pursuing lawsuits. Boeing agreed on Sunday to plead guilty to a felony charge of conspiring to defraud the federal government over two fatal crashes of the 737 Max in 2018 and 2019, according to a late-night court filing. The company will be put on probation, supervised by the Federal District Court for the Northern District of Texas, for three years. As part of the probation, the Justice Department will appoint an independent compliance monitor who will make sure that safety measures are in place and followed, submitting annual reports to the government. The decision by Boeing to plead guilty is significant because the company has not been convicted of a federal felony in decades. In the filing, the department described the charge of conspiring to defraud the federal government as “the most serious readily provable offense.”

Former President Donald J. Trump’s defense team tried on Friday to persuade the judge overseeing the national security documents case to dismiss the indictment, pushing a long-shot argument that the special counsel, Jack Smith, was not properly appointed. Such defense motions are routinely denied in federal cases involving special counsels. But the judge presiding over this case, Aileen M. Cannon, has given Mr. Trump’s request extra import by holding hearings and allowing three outside lawyers time in court to make additional arguments about whether there is a constitutional mechanism for naming special counsels. “The text of these statutes really matters,” said Emil Bove, one of Mr. Trump’s lawyers. He also argued that Mr. Smith should have been confirmed by the Senate because his position is so powerful.

When Judge Aileen M. Cannon presides over a hearing on Friday in former President Donald J. Trump’s classified documents case, she will spend the day considering well-trod arguments about an arcane legal issue in an unorthodox manner. It will be the latest example of how her unusual handling of the case has now become business as usual. Over the past several months, Judge Cannon, who was appointed by Mr. Trump in his final days in office, has made a number of decisions that have prompted second-guessing and criticism among legal scholars following the case. Many of her rulings, on a wide array of topics, have been confounding to them, often evincing her willingness to grant a serious hearing to far-fetched issues that Mr. Trump’s lawyers have raised in his defense. The issue that will be discussed on Friday in Federal District Court in Fort Pierce, Fla., is a motion by the defense to dismiss the charges in the case on the grounds that Jack Smith, the special counsel who filed them last spring, was improperly funded and appointed.
