It did not respond to subsequent questions about tenders that identified its products as a source of banned Nvidia chips.

BERLIN (AP) — Germany's vice chancellor on Tuesday launched a program initially worth up to 4 billion euros ($4.4 billion) to help heavy industry shift to more climate-friendly production over a 15-year period. Support will be capped at 1 billion euros per bidder in an effort to accommodate medium-sized companies. He said it is “super cost-efficient” because companies will be bidding to make carbon-neutral production as economically as possible. Habeck's Economy Ministry hopes that a second round of bidding for support totaling up to 19 billion euros will take place at the end of the year. But if “designed wrong, carbon contracts for difference stand completely in the way of this transition” by chaining the country to old, climate-damaging technology, he argued in a statement.

Ukraine has virtually no navy of its own, but technological innovation, audacity and Russian incompetence have given it the upper hand in much of the Black Sea. "Continued EU financial support for Ukraine will strengthen long-term economic and financial stability, which is no less important than military assistance and sanctions pressure on Russia," he said. MOSCOW, Nov 29 (Reuters) - Russia's industrial output growth slowed in October as the unemployment rate dropped to a record low 2.9%, federal statistics showed on Wednesday, with deepening labour shortages showing signs of cooling Moscow's military production capacity. Analysts say wages are growing faster than productivity and the central bank has warned of the impact it has on inflation. Industrial output rose 5.3% year-on-year in October, down from a 5.6% rise in September and driven once again by military production. Rosstat said industrial output had grown since March at a monthly rate of more than 5% compared with the corresponding months of 2022. But when discounting seasonal factors, industrial production dropped 0.4% in October, Rosstat said.

BERLIN, Nov 17 (Reuters) - A German court ruling that forced Berlin to freeze 60 billion euros ($65 billion) in planned green investment spending could have a negative impact on growth in Europe's biggest economy, an economy ministry source told Reuters on Friday. "According to initial rough estimates, a loss of investment funds could cause growth in 2024 to be about half a percentage point lower," the source, who is familiar with the economy ministry's forecasts, said. "So the ruling could have a negative impact on economic growth," the source added. Last month, the economy ministry predicted 1.3% growth for next year. The economy ministry is run by the Greens, who share power with Scholz's Social Democrats (SPD) and the pro-business Free Democrats (FDP).

Siemens Energy has secured 7.5 billion euros ($8.15 billion) in project-related state guarantees from the German government, hours before announcing a nearly 5 billion euro loss for its fiscal year. Problems with manufacturing faults at its wind turbine subsidiary Siemens Gamesa led Siemens Energy to scrap its profit forecast earlier this year. The guarantees are intended to insure the company's customers on prepayments and execution of contracts in order to shore up its huge 112 billion euro order book. On Wednesday, the company reported an annual net loss of 4.6 billion euro for its fiscal year, compounded by a fourth-quarter net loss of 870 million euros. The company denied the fiscal guarantees constitute "state aid," with Siemens Energy CEO Christian Bruch telling CNBC on Wednesday that there is no cash involved.

Russia currently exports gas to China through the Power of Siberia 1 pipeline, which began operating in 2019 and runs through eastern Siberia into China's northeastern Heilongjiang province. Moscow has not said how much the 2,600 km (1,616 miles) Power of Siberia-2 would cost or how it would be financed. Russia aims to increase supplies via Power of Siberia 1 to 38 bcm annually by 2025. If the plans for Power of Siberia 2 and another link from Russia's far eastern island of Sakhalin come to fruition, Russia's pipeline gas exports to China would rise to almost 100 bcm per year by 2030. "This fact will require CNPC to build on its own all the necessary gas transportation infrastructure in China," Kondratov wrote.

Siemens (SIEGn.DE), which owns a 25.1% stake in Siemens Energy, was up 1.6%. News of the talks pushed Siemens Energy's shares to a record low last week on concerns the issue around guarantees could have an impact on the group's balance sheet. Around half of that, or about 15 billion euros, needs to be covered by the government, banks and Siemens, the sources said.
