CNN —The Biden administration is preparing a new aid package for Ukraine that is expected to be worth around $1 billion, multiple sources familiar with the matter told CNN, and is set to be approved by President Joe Biden after the Senate passes a new foreign aid funding bill as soon as Tuesday afternoon. In briefings to Congress in recent weeks, administration officials have indicated that the US will likely send Ukraine long-range ATACMS, or Army Tactical Missile Systems, for the first time as part of the new aid package, three of the sources said. Ukrainian officials have been asking the US both in private and in public for the long-range missile to target deeper behind Russian lines. Broadly, Russia has maintained a “significant quantitative advantage” over Ukraine in terms of munitions, manpower and equipment, a NATO official said earlier this month. The military aid will be sourced from the US’ own stockpiles through a funding mechanism known as presidential drawdown authority, or PDA, and will be the first PDA package for Ukraine since March.

CNN —Five US service members were killed in an aircraft crash during a training flight in the eastern Mediterranean Sea on Friday evening, according to a statement from US European Command. The accident occurred during a routine air refueling mission as part of military training, EUCOM said. All five service members on board the helicopter died. It’s unclear exactly what happened or at what point in the flight the crash occurred, but the accident remains under investigation. The plots to steal the weaponry and equipment were disrupted by Ukraine’s intelligence services and it was ultimately recovered, according to the report, titled “DoD’s Accountability of Equipment Provided to Ukraine.” CNN obtained the report via a Freedom of Information Act request. In late October, the US resumed on-site inspections of Ukrainian weapons depots as a way to better track where the equipment was going. The personnel did not provide the IG with corroborating paperwork by the time the investigation concluded, however, the report notes. Ukraine’s intelligence service disrupted the plot, according to the report. The Pentagon inspector general wrote that some larger items like missiles and helicopters were easier to track through intelligence mechanisms.

A Russian jet struck the propeller of a U.S. Reaper drone over the Black Sea, forcing U.S. forces to bring down the drone, the Pentagon said, one of the first direct military confrontations between the two nations’ forces since the war in Ukraine began more than a year ago. Before the collision, which occurred around 7 a.m. local time Tuesday, two Russian Su-27s “dumped fuel on and flew in front of the MQ-9 in a reckless, environmentally unsound and unprofessional manner,” said the U.S. European Command in a statement. “This incident demonstrates a lack of competence in addition to being unsafe and unprofessional,” said the EUCOM, which is responsible for U.S. military operations in the region.
A Russian fighter jet clipped a US military drone operating over the Black Sea on Tuesday. It's the latest aggressive maneuver by Russian forces against NATO members in eastern Europe. When the Russian plane clipped the drone, the US military was forced to bring the aircraft down in international waters. EUCOM criticized the incident as "reckless, environmentally unsound, and unprofessional" and said it demonstrates a "lack of competence" from Russian forces. Over the years, Russian aircraft have also repeatedly buzzed NATO warships in the Black Sea, and Russian jets have on a number of occasions conducted "unsafe" maneuvers around American planes.
