BRUSSELS (Reuters) - The European Commission is aiming to reach an agreement on steel and aluminium with the United States by the end of the year to bring a definitive end to U.S. import tariffs on the metals, Commission Vice President Vera Jourova said on Thursday. U.S. and EU negotiators failed to reach an agreement at a summit on Oct. 20 on measures to address overcapacity in non-market economies, such as China, and promote greener steel. The Biden administration had suspended the tariffs on EU steel and aluminium imposed by former U.S. President Donald Trump in 2018 on condition that a deal was reached by the end of October. Many lawmakers expressed concern that the talks had dragged on without success, but Jourova said the two sides had made "important progress". Jourova said the EU wanted to get an agreement "over the finishing line", but gave no envisaged deadline.

"The EU should adopt a much stronger and clearer narrative on the exit from fossil fuel demand, with a quantified trajectory and an exit date for each fossil energy, based on science," said France, in a document shared with other EU countries and seen by Reuters. "Unabated" fossil fuels are those that do not use technology to capture the emissions produced from burning them. France urged the EU to clarify its stance on these emissions-capturing technologies, to ensure they were not used to delay efforts to phase out fossil fuels directly and replace them with low-carbon energy. Some EU countries reliant on fossil fuel-based energy see a bigger role for these technologies, which could help them keep their existing infrastructure running. Around 80 countries, including EU nations, backed an Indian proposal to phase down fossil fuels at last year's COP27 summit, but it was blocked by Saudi Arabia and other oil- and gas-rich countries.

NEW YORK, May 22 (Reuters Breakingviews) - Meta Platforms (META.O) is acting as a Big Tech mascot in a cross-border decision about the transfer of data. The $1.3 billion fine is a drop in the bucket for Meta, which has over $40 billion in its cash coffers. The decision, handed down from the Irish Data Protection Commission, gives Meta until October to completely cease moving data from Europe to the United States. Rather, the tension between data and the cross-border watchdogs can become more troubling for U.S.-based Big Tech. The decision gives Meta five months to stop transferring users’ data to the United States.

"We could think of, for example, advanced purchase agreements that give the defence industry the possibility to invest in production lines now to be faster and to increase the amount they can deliver," she said. Von der Leyen underlined that the bloc could not wait for months and years to be able to replenish its own military stocks or send munitions such as 155mm artillery shells to Ukraine. "It is now the time, really, to speed up the production, and to scale up the production of standardized products that Ukraine needs desperately, for example standardized ammunition," she said.
