Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. New York CNN —“Morning Joe” co-hosts Joe Scarborough and Mika Brzezinski announced Monday, in dramatic fashion, that they went to Mar-a-Lago last week for a fence-mending meeting with President-elect Donald Trump. According to two sources with direct knowledge of the matter, Scarborough and Brzezinski were credibly concerned that they could face governmental and legal harassment from the incoming Trump administration. For that reason, there are a wide range of feelings about the “Morning Joe” meeting, according to half a dozen employees who spoke on condition of anonymity. Shortly after the Mar-a-Lago meeting was publicized, lawyer and MSNBC host Katie Phang posted on social media, “Normalizing Trump is a bad idea. On Monday afternoon, Scarborough posted a link on X to a Fox News story about his meeting with Trump.

Last week, Klarna made a confidential filing to go public in the U.S., ending months of speculation over where the Swedish digital payments firm would list. Still, the development drew buzz from fintech circles with market watchers asking if the move marks the start of a resurgence in big fintech IPOs. For now, that doesn't appear to be the case — however, founders say they'll be watching the IPO market, eyeing pricing and eventually stock performance. Hiroki Takeuchi, CEO of online payments startup GoCardless, said last week that it's not yet time for his company to fire the starting gun on an IPO. However, Zopa's CEO added that he's seeing signs pointing toward a more favorable IPO market in the next couple of years, with the U.S. likely opening up in 2025.
