CNN —Authorities in Madrid have announced that they will revoke the operating licenses of e-scooter rental companies Lime, Dott and Tier – a move that will see rented e-scooters banished from the streets of the Spanish capital. Lime, Dott and Tier were the companies selected to offer e-scooter rental in Madrid, with permits granted for 2,000 scooters each. The council’s decision means “rental scooters will disappear from the city from October,” it said. A spokesman for Dott told CNN on Monday that the company had received an official notification from Madrid city hall on Thursday. Madrid is not the first city to take action against e-scooter rentals, which have become increasingly divisive.

A referendum held in April gave Parisians two choices regarding the rental scooters: for or against. Many cities have introduced restrictions on scooters, such as speed limits and parking zones enforced via fines for users. However, outright bans by cities that have previously welcomed them are rare. In Europe, Madrid this year reversed a prior ban to allow rental firms back with new conditions, as Copenhagen also did in 2021. Tourist hotspots New Orleans and Las Vegas both have ride-share e-scooter bans, but they remain in 158 other U.S. cities.

E-scooters launched in Paris in 2018, but in 2020 the number of firms with operating licenses was cut to just three: Lime, Dott and Tier. There were 459 accidents involving e-scooters or similar vehicles in Paris last year, including three fatalities, according to a Reuters report. In London, rental scooters are operating on a trial basis until the fall this year, also with Lime, Dott and Tier.

The sector was already facing a tougher environment for raising capital and is struggling to turn a profit. The vote is also a potential red light for Lime, which is eyeing a listing. The loss of engineers has "significantly harmed" Lime, which provides short-term e-bike and scooter rentals in about 30 countries. Hertz Corp, which operates the Hertz, Dollar and Thrifty vehicle rental brands, is a subsidiary of Hertz Global Holdings Inc (HTZ.O). Cong, now at Hertz, did not immediately respond on Friday to a message seeking comment. A representative from Lime did not immediately respond to a message seeking comment.
