The United States on Monday launched its third crackdown in three years on China’s semiconductor industry, curbing exports to 140 companies, including chip equipment maker Naura Technology Group, among other moves. Chinese companies facing new restrictions include nearly two dozen semiconductor companies, two investment companies and over 100 chipmaking tool makers. The companies include Swaysure Technology Co., Si’En Qingdao and Shenzhen Pensun Technology Co., which work with China’s Huawei Technologies. The telecommunications equipment leader has been hobbled by U.S. sanctions and is now at the center of China’s advanced chip production and development. On a sweltering July night, Jesse Falcon was so high on cocaine, marijuana and alcohol that he would later say that he barely remembered the explosion of violence that happened. Convinced that his girlfriend was pursuing another man at a social gathering at their apartment complex in San Antonio, he began attacking the man. Cases like Mr. Falcon’s are troublingly familiar to court officials in San Antonio, which has long been plagued with a high rate of domestic violence. “They leave jail angrier and more resentful, and the trauma continues,” said Rosie Speedlin Gonzalez, a family violence judge in the city. A court run by Judge Gonzalez is trying a different approach: providing the abusers with a chance to change.

A Florida woman was sentenced Monday to life in prison for zipping her boyfriend into a suitcase and leaving him to die of suffocation amid a history of domestic and alcohol abuse. Circuit Judge Michael Kraynick imposed the sentence in Orlando on Sarah Boone, 47, for the 2020 killing of 42-year-old Jorge Torres. A jury deliberated only 90 minutes Oct. 25 before convicting Boone of the second-degree murder of Jorge Torres after a 10-day trial. When she woke up the next morning, she didn’t find Torres but then remembered he was in the suitcase. During her trial, Boone testified that past violent incidents between her and Torres caused her to perceive a threat of imminent harm and that she acted in self-defense by keeping him in the suitcase.

Two Democratic senators are urging the Biden administration to issue a policy directive that could temporarily limit President-elect Donald Trump's ability to deploy U.S. military troops domestically after he takes office. “We write to urge you to issue a policy directive that prohibits the mobilization of active duty military or federalizing National Guard personnel to be deployed against their fellow Americans unless specifically authorized,” they wrote. After he takes office on Jan. 20, Trump could issue his own policy directive that would reverse the directive issued by Biden. Warren and Blumenthal, whose offices said the letter speaks for itself, apparently hope that publicly highlighting the issue might deter Trump. It allows the president to deploy military troops in cases of insurrection, rebellion or extreme civil unrest.

CNN —Intel Monday announced CEO Pat Gelsinger has resigned after a difficult stint at the company. The once-dominant chipmaker’s stock cratered as it missed the AI boom and was surpassed by most of its rivals. Gelsinger took over as Intel’s chief executive in February 2021, returning to the company at which he had spent decades of work, including as chief technology officer. He had left Intel for a stint as CEO of software giant VMWare. At Intel, Gelsinger was tasked with turning around the iconic American tech giant that was struggling against unprecedented competition, production delays and the departure of top talent.

The Biden administration expanded its efforts to lock in its climate policies on Monday, saying that it would lend almost $7 billion to help build battery factories in Indiana to supply vehicles made by Stellantis, the owner of Jeep, Chrysler, Dodge and Ram. The financing, which was the second multibillion-dollar loan related to electric-vehicle manufacturing in a week, is part of the administration’s efforts to create domestic supplies of batteries. Last week, the Department of Energy said it would lend $6 billion to help Rivian build an electric-car factory in Georgia. China bonds rallied Monday with the 10-year yield dropping below the key psychological level of 2% to hit a multi-decade low, amid expectations that Beijing could expand its stimulus measures to shore up the economy. Yields on China's 10-year government bond, which move inversely to prices, fell to 1.9636% on Monday, data from LSEG showed, marking its lowest level in 22 years. 30-year bond yields dropped to 2.164%. "The resistance for further downside [on bond yields] may increase due to higher government bond issuance and upcoming major meetings," OCBC's Xie noted. China's 10-year yield remains far lower than the U.S. 10-year Treasury yield of over 4%.

President-elect Donald Trump's trade policies could spell good news for the U.S. steel industry, according to Goldman Sachs. Heading into next year, analyst Mike Harris initiated coverage on steel producers Nucor , Commercial Metals Company and Cleveland-Cliffs with buy ratings. For Cleveland-Cliffs, he anticipates about 3% annual volume growth and 1% annual pricing growth, seeing a 47% compound annual growth rate over the next two years. While shares of Nucor were flat in the premarket following the move, Commercial Metals and Cleveland-Cliffs were around 1% higher. This year, Commercial Metals has been solidly in the green, with shares rising more than 23% year to date.

Volkswagen workers prepare to strike across Germany

London CNN —Tens of thousands of Volkswagen workers will participate Monday in strikes at plants across Germany, labor union IG Metall said, marking the largest walkouts at the carmaker’s domestic operations since 2018. “If necessary, this will become the toughest wage dispute Volkswagen has ever seen,” IG Metall’s chief negotiator Thorsten Groeger said in a statement Sunday. The walkouts will be the first large-scale strikes that Volkswagen has faced since 2018, according to IG Metall, when 50,000 workers idled plants over pay. Indefinite strikes could also be called as a last resort, but only after members have been consulted again, IG Metall said. Volkswagen has said it may need to close plants in Germany for the first time in its 87-year history.
