BRUSSELS, Belgium — The European Union is imposing duties on imports of electric vehicles from China starting Wednesday after talks between Brussels and Beijing failed to find an amicable solution to their trade dispute. According to the commission, which manages trade disputes on behalf of the 27 E.U. member countries, sales of Chinese-built electric cars jumped from 3.9% of the EV market in 2020 to 25% by September 2023, in part by unfairly undercutting E.U. Other EV manufacturers in China, including Western companies such as Volkswagen and BMW, would be subject to duties of 20.7%. The measures were published in the bloc’s legal Official Journal late Tuesday, meaning duties entered into force as of midnight, said E.U.

The plan “would essentially bring forward that flow of interest proceeds from the assets… (through a loan) given to Ukraine,” Yellen told broadcaster Sky News in an interview this week. “Ukraine has substantial needs, and being able to marshal significant resources to help Ukraine is important,” she said. Most of the frozen Russian money is held in Europe, and the euro is the world’s second-most important currency after the US dollar. AMSTERDAM, Oct 25 (Reuters) - Several Dutch lawmakers on Tuesday challenged the Netherlands' Trade Minister over whether the U.S. has acted correctly in unilaterally imposing new rules regulating the export to China of another chipmaking machine made by ASML Holding (ASML.AS). The U.S. last week announced new rules giving Washington the right to restrict the export of Veldhoven-headquartered ASML's Twinscan NXT1930Di machine if it contains any U.S. parts at all. The deep ultraviolet (DUV) lithography machine can be used to help make both relatively advanced computer chips as well as mid-range and older chips. The U.S. has pressured the Dutch government not to export any of its most advanced machines to China since 2019, and in June the Dutch government introduced its own licensing requirement for slightly less advanced machines. ASML dominates the market for lithography equipment, used by chipmakers such as TSMC (2330.TW), Samsung (005930.KS) and Intel (INTC.O) to help create the circuitry of chips.

The EU trade deficit with China topped $17 billion in September, bringing the total for the first nine months of the year to $170 billion, according to Chinese trade figures released Friday. China is trying to reduce tensions over trade and other issues with the EU and the United States, both important export markets.

Non-Chinese brands of electric cars, such as Tesla and BMW , could be examined as part of an ongoing subsidy investigation on China that the European Union kicked off earlier this month. "There's a lot of speculation, but at this stage the scope of this investigation is not decided yet. The EU started a probe into subsidies that China has given to EV makers after gathering evidence of significant distortions in the European market, where vehicles produced in the bloc are facing cheaper steep competition from cheaper offerings of products made in China. "Indeed [the probe] might cover also other electric vehicles, but exact scope, which producers are going to be covered by this, it is not decided at this stage," Dombrovskis said on Thursday. The EU investigation could stretch up to 13 months.

Homegrown Chinese electric car companies Nio , Xpeng and BYD are among those that have started to expand to Europe, but in relatively small numbers so far. China's Ministry of Commerce was quick to criticize the EU investigation and called it a "blatantly protectionist act" that would distort the global auto industry.
