Florida Attorney General Ashley Moody filed a lawsuit against Criswell and Washington last week over the incident. More than 220 people died from Hurricane Helene in late September, which hit Florida, Georgia, Tennessee, Virginia, North Carolina and South Carolina. Baseless conspiracy theories about weather modification and false claims about disaster relief efforts have continued to spread on X in recent days, with misinformation about Hurricane Milton adding to a mountain of false rumors about Hurricane Helene and its aftermath. This rapid spend rate is a reflection of just how many earlier disasters the agency is dealing with in addition to Milton and Helene. Here’s what to know:How did FEMA spend $9 billion so quickly? That gave FEMA about $20 billion worth of funding to tap into as it responded to Helene and Milton. “In August, we had paused obligations for recovery projects for all of those other open disasters,” Criswell told reporters. Last year, the US had a record 23 disasters costing at least $1 billion by September – with 28 such disasters in the calendar year, the most ever recorded.

Neither Harris nor Trump outline specific disaster-relief policies on their website. "Disasters are always political," Thomas Birkland, a political scientist at North Carolina State University who studies the politics of national disasters, told Business Insider. When he was president, Trump responded to several hurricanes. "A charitable interpretation would be mixed on crisis management," Birkland told BI about Trump's past responses to natural disasters. Presidents are somewhat limited in their disaster responses — both Kneeland and Birkland told BI that states and local governments lead disaster responses, with the federal government's assistance.

Vice President Kamala Harris criticized former President Donald Trump on Monday over false claims he has made talking about disaster relief for victims of Hurricane Helene. Harris told reporters that there's a lot of "disinformation being pushed out there by the former president about what is available, in particular to the survivors of Helene," from the Federal Emergency Management Agency. A Trump campaign spokesperson didn’t immediately respond to a request for comment Monday night. Trump last week amplified a false claim about FEMA's disaster funds, saying they were being distributed to migrants who entered the U.S. illegally. “It’s really a shame that we’re putting politics ahead of helping people, and that’s what we’re here to do,” Criswell said.

The country’s Disaster and Emergency Management Authority is active but relatively new in its current form, having been consolidated as a single agency only in 2009. The practice of emergency management has generally originated from the first responder community and the civil defense era, primarily with a focus on consequence management. But as emergency management agencies have been designed, emergency management systems have been shaped by laws and agreements across government bureaucracies and partners in the private and nonprofit sectors with a narrower focus on managing consequences, focused more on logistics than sociology. But disaster management in practice is still fundamentally a numbers game. Strong emergency management agencies are also important.

Dubai, UNITED ARAB EMIRATES — Countries at the U.N. COP28 summit on Thursday agreed on deal details for a disaster fund to help nations reeling from damages caused by the climate crisis. So far, the pledges to the fund include $100 million from Germany, $100 million from the United Arab Emirates, $17 million from the U.S. and $10 million from Japan. High-income countries, which account for the bulk of historical greenhouse gas emissions, have long opposed the creation of a loss and damage fund to compensate low-income nations. Avinash Persaud, special climate envoy to Barbados, said that the deal reflects "a hard fought historic agreement."

Helping these countries, which face some of the biggest risks from climate change, access these will be a key aim during the COP28 climate talks underway in Dubai. Ambitions for results at COP28 got off to a good start on the opening day on Thursday when countries approved plans for the climate disaster fund, after months of negotiations. About 60% of low-income countries are either in or at high risk of debt distress, the CDP said. The Central Asia Regional Economic Cooperation Program, for example, aims to agree a disaster relief bond issuance and a regional risk transfer facility, the ADB's Principal Disaster Risk Insurance and Finance Specialist, Thomas Kessler, told Reuters. "We are ready to scale up climate protection through early warning systems, anticipatory cash, climate insurance and community-based resilience projects," said Gernot Laganda, director of Climate and Disaster Risk Reduction at the United Nations World Food Programme.

A loss and damage fund would be the first United Nations mechanism dedicated to helping countries that have suffered irreparable climate-driven damage from drought, floods and rising sea levels. "There was a lot at stake at this meeting," Avinash Persaud, special envoy to the Prime Minister of Barbados and the country's representative on the U.N. committee, told Reuters. Developing nations argue that rich countries responsible for most of the historical CO2 emissions causing climate change should be obliged to pay - something the United States and other rich nations refused to accept. Mohamed Nasr, Egypt's lead climate negotiator and representative on the committee, told Reuters such pledges would be crucial to the overall COP28 negotiations. If rich nations fail to follow through, he said, it could reopen decades-old fights that have derailed past climate deals - with poorer nations demanding "compensation" from rich nations for causing climate change, or refusing to agree to cut emissions faster without substantially more financial support from rich countries.

Lawmakers must pass another spending bill before then to avoid a shutdown. They must now pass another spending bill before they head home for Thanksgiving. They have over a month to reach an agreement on which provisions to include in a long-term spending bill. Border security and Ukraine aid were the two sticking points delaying an agreement and nearly leading to a government shutdown. Bipartisan members of Senate leadership issued a statement late Saturday, committing to vote on further funding for Ukraine aid “in the coming weeks.”

Kevin Wurm | ReutersA deeply divided Congress returned Tuesday from a monthlong summer vacation with the clock ticking to pass spending legislation to avoid a government shutdown and boost U.S. emergency response funding following multiple natural disasters. The U.S. government will shut down at midnight on Sept. 30 if Congress fails to pass spending legislation. While the Senate is back in session Tuesday, the House will not return to work until Sept. 12, leaving nearly three weeks to pass funding before the deadline. McCarthy came out publicly in support of a continuing resolution to keep the government running during an interview with Fox News last month. Bank of America analysts in a note Tuesday put the chances of shutdown as a flip of the coin given the conditions conservative Republicans are putting on funding legislation.

FEMA Administrator Deanne Criswell said this week that the U.S. disaster relief fund has a balance of $3.4 billion, which will be exhausted in the first half of September if Congress does not approve additional money. President Joe Biden called on Congress Thursday to pass $12 billion in additional funding for the disaster fund next month, at the latest, when hurricane season reaches its peak. We need this disaster relief request met and we need to do it in September — we can't wait," he added. With funds running low, FEMA is prioritizing the immediate needs of people impacted by the Maui wildfires, Hurricane Idalia that swept through Florida this week and other extreme weather events that may come, Criswell told reporters at the White House on Tuesday. Republican Sen. Marco Rubio of Florida said on Wednesday that Washington has known since June that FEMA's disaster fund was "woefully low."

[1/6] Former Nigeria Vice President Atiku Abubakar adresses the People's Democratic Party delegates during the Special convention in Abuja, Nigeria May 28, 2022. REUTERS/Afolabi Sotunde/File PhotoLAGOS, Oct 26 (Reuters) - Nigeria's main opposition presidential contender on Wednesday called on the government to immediately set up a flood disaster fund similar to one created to fight the coronavirus pandemic, to help victims hit by the worst floods in a decade. Atiku Abubakar said after a trip to oil-producing Bayelsa state, one of the worst hit, that the floods were a reminder of the impact of climate change and urged the government to immediately launch a Flood Disaster Relief Fund. "It is a national emergency relief fund, similar in scope to what was initiated during the COVID-19 pandemic," Abubakar said, referring to a $1.4 billion fund that the government launched in 2020 at the onset of the coronavirus pandemic. Critics have accused the federal government of being slow to help flood victims.
