Rafael is now tied with Hurricane Kate in 1985 as the strongest storms recorded in the Gulf. The storm is expected to weaken throughout the weekend, but it could still produce tropical storm-force winds — which is between 39 and 73 mph — up to 115 miles from its center.

A man accused of selling sex videos of a 16-year-old Florida girl on the adults-only website OnlyFans pleaded no contest to child abuse. Diaz was ordered not to use OnlyFans and to have no contact with the victim during his probation. Reuters reported on Diaz’s case in an investigation in July that documented dozens of complaints in U.S. police and court records that child sexual abuse material appeared on OnlyFans. Over about three months in early 2023, Diaz posted dozens of sex videos and images of the girl on an OnlyFans account he controlled, according to investigators. Diaz also pleaded no contest to charges of custodial interference and illegal use of a communication device.

"The country has completely halted," said homemaker Mayde Quiñones, 55, who cares for her mother-in-law, who is in her 80s. The prolonged nationwide blackout that followed a massive outage Thursday night was part of countrywide energy problems that led to the largest protests in Cuba in almost 30 years, in July 2021. The Cuban government on state television Monday night said that it's producing 1300 megawatts when peak demand can hit 3 gigawatts. He said that Oscar would bring "an additional inconvenience" to Cuba's recovery since it would affect key Cuban power plants, such as Felton in the city of Holguín, and Renté in Santiago de Cuba. The blackout was considered to be Cuba's worst since Hurricane Ian hit the island as a Category 3 storm in 2022 and damaged power installations.

Multiple people died as a helicopter struck a radio tower in Houston on Sunday night and sparked a large fire, authorities said. Police Chief J. Noe Diaz said at a news conference that four people were on board, including a child, and that there were multiple deaths when the private helicopter crashed. The Houston Fire Department initially reported the crash took place in the city's Second Ward neighborhood, where the helicopter appeared to have struck a radio tower before it sparked the fire about 7:54 p.m. local time. At the news conference, fire officials said a blaze spread as far as three blocks before it was stopped. Officials said the National Transportation Safety Board and the Federal Aviation Administration would investigate.

HAVANA — Millions remain without power in Cuba for a third consecutive day as slow progress is made in restoring electricity following multiple major grid failures. Hurricane Oscar, a Category 1 storm, made landfall on eastern Cuba's northern coast Sunday evening with sustained winds of 80 mph. Levi blamed the U.S.'s “brutal blockade” for the financial difficulties in acquiring fuel and spare parts for Cuba's power plants, as well as for the current electric power crisis. Cuba’s economic crisis has spurred massive migration.

CNN —Multiple people were killed, including a child, when a helicopter slammed into a communications tower behind homes in Houston’s Second Ward on Sunday night, causing a fiery explosion and toppling the structure, Mayor John Whitmire said. Officials did not clarify how many were killed, but there were four people onboard the privately-owned Robinson R44 helicopter, according to Houston Police Chief Noe Diaz. The aircraft appears to have departed the Ellington Airport, which is about 17 miles south of the crash site, but its destination is unclear, the mayor said. Photos shared by the fire department show the mangled tower draped across a dirt clearing behind a line of homes. Some homes near the crash site lost power, Whitmire said.
