The revelations highlight the rising cyberthreats tied to geopolitics and nation-state actor rivals of the U.S., but inside the federal government, there's disagreement on how to fight back, with some advocates calling for the creation of an independent federal U.S. Cyber Force. Talent shortages, inconsistent training, and misaligned missions, are undermining CYBERCOM's capacity to respond effectively to complex cyber threats, it says. Known for his assertive national security measures, Trump's 2018 National Cyber Strategy emphasized embedding cyber capabilities across all elements of national power and focusing on cross-departmental coordination and public-private partnerships rather than creating a standalone cyber entity. Austin Berglas, a former head of the FBI's cyber program in New York who worked on consolidation efforts inside the Bureau, believes a separate cyber force could enhance U.S. capabilities by centralizing resources and priorities. "When I first took over the [FBI] cyber program … the assets were scattered," said Berglas, who is now the global head of professional services at supply chain cyber defense company BlueVoyant.

CNN —Ryan Borgwardt, a Wisconsin kayaker accused of faking his own drowning and fleeing the country, is alive somewhere in Eastern Europe and has been talking to investigators, officials said. “Great news: we know that he’s alive and well,” Green Lake County Sheriff’s Office Chief Deputy Matthew L. Vande Kolk said Thursday. Borgwardt told investigators that he thought they would stop searching for him after about two weeks, officials said. He chose Green Lake, in part, because it is the deepest natural lake in Wisconsin. President-elect Donald Trump is planning to nominate South Dakota Republican Gov. Kristi Noem to serve as the secretary of the Department of Homeland Security, according to four sources familiar with the decision. As Homeland Security secretary, Noem would oversee a number of key federal agencies including U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, the Federal Emergency Management Agency (FEMA), the U.S. Secret Service, TSA and the Coast Guard. Noem has criticized President Joe Biden's handling of the border, echoing arguments made by Trump that violent criminals are flooding into the country. Similar to Trump's other allies, Noem had signaled support for his efforts to overturn the 2020 election results.

Ryan Borgwardt — a married father of two — went missing on Aug. 12 and his last known location was Green Lake, Green Lake County Sheriff Mark Podoll said during a news briefing Friday. Deputies found a capsized kayak in the lake and Borgwardt's vehicle and trailer parked in Dodge Memorial County Park, Podoll said. President-elect Donald Trump's pick to carry out his sweeping deportation plans may be able to operate with more power, and less oversight from Congress, than some of his own Cabinet members. Homan will instead be the Trump administration's "Border Czar," a title that could grant him significant influence over immigration and border policy without the formal authority — and guardrails — that come with being a Cabinet secretary. Homan will also "be in charge of all Deportation of Illegal Aliens back to their Country of Origin," Trump wrote in the post. "White House appointees are subject to less oversight than Cabinet and sub-Cabinet officials," said Katherine Hawkins, senior legal analyst for the Project on Government Oversight. "It is much harder for Congress to enforce subpoenas against White House officials, and they are more likely to cite executive privilege and refuse to testify and have that refusal upheld by courts," Hawkins said.

Trump’s plan to end the two Biden programs comes as the president-elect’s promised plan to carry out mass deportations is taking clearer shape. The sources cautioned, though, that they may not be considered top priorities for deportation after Trump takes office, but could still be deported eventually. Since the migrants entered the U.S. legally, any attempt by Trump to deport them will likely be challenged in court by various groups. Trump used a similar policy at the end of his first term when the U.S. deported migrants from third countries to Guatemala.
