In today’s edition, White House correspondent Mike Memoli files a dispatch from Rio de Janeiro on President Joe Biden's final international summit. Biden fades into the background at his final international summitsBy Mike MemoliRIO DE JANEIRO — President Joe Biden’s final international summits almost certainly would have played out differently had the elections back home gone as he had hoped. But President-elect Donald Trump cast a long shadow over a seemingly humbled Biden as he bid farewell to his counterparts here. WASHINGTON — The administrator of the Federal Emergency Management Agency, Deanne Criswell, is set to face questions from House lawmakers on Tuesday about the federal government's response to Hurricanes Helene and Milton that caused catastrophic damage in the Southeast. “And FEMA leadership didn’t take action against this supervisor until the press exposed this discrimination," his remarks say. Florida Attorney General Ashley Moody filed a lawsuit against Criswell and Washington last week over the incident. More than 220 people died from Hurricane Helene in late September, which hit Florida, Georgia, Tennessee, Virginia, North Carolina and South Carolina. At least 17 people died during Hurricane Milton, which hit Florida hard in early October.

A Federal Emergency Management Agency employee was fired after recently advising a disaster relief team to not visit homes with yard signs that support President-elect Donald Trump. FEMA did not clarify where the incident happened, or when, and the employee has not been identified. But in a statement on Saturday, FEMA Administrator Deanne Criswell called the incident "reprehensible." Ron DeSantis said he directed the state's Division of Emergency Management to launch an investigation into "the federal government’s targeted discrimination of Floridians who support Donald Trump." The hurricanes left over 200 people dead in their wake, including in North Carolina and Georgia, and many structures destroyed.

Federal Emergency Management Agency (FEMA) Administrator Deanne Criswell stands next to a track map of Hurricane Ian, during a press conference at FEMA Headquarters on September 28, 2022 in Washington, DC. The Federal Emergency Management Agency on Saturday confirmed that it fired an employee who had instructed relief workers in Florida to not go to homes with yard signs in support of then presidential candidate Donald Trump. "This is a clear violation of FEMA's core values and principles to help people regardless of their political affiliation," FEMA Administrator Deanne Criswell wrote in a statement. Ron DeSantis on Friday blasted the Biden administration for the incident and said he had ordered the Division of Emergency Management to investigate the "targeted discrimination of Floridians who support Donald Trump." At the time of the hurricane damage, Criswell slammed Trump for spreading misinformation about the status of FEMA's disaster relief funding

At least 92 people are still unaccounted for in North Carolina as first responders still sort through the aftermath of Hurricane Helene, weeks after the storm devastated the western part of the state. Mario Tama / Getty ImagesThere have been at least 118 deaths in North Carolina related to the Hurricane Helene, accounting for nearly half of the 243 killed by the storm across multiple states. FEMA Administrator Deanne Criswell echoed Cooper's call to stop the spread of misinformation regarding the agency and the response to recent natural disasters. "And frankly, it's heartbreaking to see words or active acts of hatred toward anyone, let alone federal responders who are here to help people in this critical time," Criswell said. "We have over 2,000 people from the federal family in North Carolina, and misinformation will not deter us from our mission of helping people.

“We’re going to be going to the Congress. Going to need a lot more money as we identify specifically how much is needed. But discussions surrounding FEMA and disaster-relief funding have taken a sharply political bent in recent weeks, a development that may complicate discussions in Congress. “Conservative, hardcore” Republicans, Biden said “are standing up and saying, ‘It’s got to stop.’” He later called Florida Gov. In more productive conversations, Biden spoke by phone with Scott, who told CNN they discussed ways Congress could re-up funding for FEMA and SBA when the time is right.

CNN —Hurricane Milton slammed into Florida’s Gulf Coast on Wednesday night, making landfall as a powerful Category 3 storm. The intense hurricane spawned tornadoes, dumped rain across much of the state, left millions without power and claimed at least 12 lives, including five people in St. Lucie County. Milton is the third hurricane to hit Florida this year — which has only happened during five other hurricane seasons since 1871. Many areas in Florida are also recovering from the aftermath of a Milton-spurred torrent “supercharged” tornadoes, according to National Hurricane Center Director Michael Brennan. Milton was the fifth hurricane to make landfall in the United States this year, joining Category 1 Beryl, Category 1 Debby, Category 2 Francine and Category 4 Helene.

President Trump — former President Trump — get a life, man. But, he warned, it has only been hours since Hurricane Milton made landfall and it was still too early to fully assess damages across the state. “Vice President Harris and I have been in constant contact with state and local officials,” the president added. Federal officials warned that in some cases the rumors are designed to prevent people who need help from seeking it. Biden has also spoken with numerous other lawmakers, including staunch Trump supporter and Florida Republican Rep. Anna Paulina Luna and Florida Republican Sen. Rick Scott.

Hurricane Milton barreled into Florida's west coast Wednesday. AdvertisementHurricane Milton made landfall in Florida on Wednesday evening as a Category 3 storm. FEMA insisted Monday it had the "capacity to manage multiple simultaneous disasters," including Helene and Milton. As for FEMA funding, Criswell noted during the briefing that there is currently $11 billion in its Disaster Relief Fund and said she's evaluating whether it will be necessary to ask Congress for more. This rapid spend rate is a reflection of just how many earlier disasters the agency is dealing with in addition to Milton and Helene. Here’s what to know:How did FEMA spend $9 billion so quickly? That gave FEMA about $20 billion worth of funding to tap into as it responded to Helene and Milton. “In August, we had paused obligations for recovery projects for all of those other open disasters,” Criswell told reporters. Last year, the US had a record 23 disasters costing at least $1 billion by September – with 28 such disasters in the calendar year, the most ever recorded.

“Yes, we have the resources that we need, both for the Helene response and for Hurricane Milton,” Keith Turi, FEMA’s acting associate administrator, said this week. Staffing at the federal disaster response agency has drawn criticism in recent years from the Government Accountability Office, a federal watchdog. In that same report, the GAO found that as of July 2022, FEMA was involved in responding to 500 open disasters. NBC News reported last week that FEMA put out a call for volunteers for a “surge force” in mid-September, citing a “severe shortfall” in some of its disaster response teams. In an interview, FEMA Administrator Deanne Criswell said the numbers cited fail to take into account other full-time staff members who are deployed as needed.

CNN —Long before the outer bands of Hurricane Milton lashed the Florida coast, a political battle over the massive storm was already raging. This time, partly because Trump pushed so hard to exploit last week’s Hurricane Helene for his political gain, the sparring has started early. A storm of this size could give Trump a political openingTrump has repeatedly shown there’s no situation he will not try to leverage for political gain. “I’ve had storms under both President Trump and President Biden, and I’ve worked well with both of them. Unlike Harris, Biden had kinder words for DeSantis, saying on Tuesday that the governor had been “cooperative.”“I said no, ‘You’re doing a great job, it’s all being done well, we thank you for it,’” Biden said.

This is the first hurricane season where the $750 payment plan has been in effect, so it’s also not something officials and people in hurricane zones are familiar with. “I worry that they won’t apply for assistance, which means I can’t get them the necessary items they need.”Here’s what to know about FEMA’s assistance programs:What is the $750 FEMA payment to disaster survivors? This $750 payment is thanks to a relatively new federal program, implemented in March of this year. And counter to rumors, this money is not a loan; it is for disaster survivors to keep and spend. Rothenberg also stressed the $750 from FEMA is not a loan and is for disaster survivors to keep and spend.

President Joe Biden has postponed his overseas trip this week due to Hurricane Milton, according to two sources familiar with the planning. Biden was scheduled to depart for Berlin on Thursday and then travel to Angola in Southern Africa, returning to the U.S. on Oct. 15. "Given the projected trajectory and strength of Hurricane Milton, President Biden is postponing his upcoming trip to Germany and Angola in order to oversee preparations for and the response to Hurricane Milton, in addition to the ongoing response to the impacts of Hurricane Helene across the Southeast," White House Press Secretary Karine Jean-Pierre said in a statement. Residents there are still reeling from the destruction caused by Hurricane Helene last month. Criswell will be in Florida providing guidance and coordinating disaster response to Milton, White House press secretary Karine Jean-Pierre told reporters Monday.

Vice President Kamala Harris criticized former President Donald Trump on Monday over false claims he has made talking about disaster relief for victims of Hurricane Helene. Harris told reporters that there's a lot of "disinformation being pushed out there by the former president about what is available, in particular to the survivors of Helene," from the Federal Emergency Management Agency. A Trump campaign spokesperson didn’t immediately respond to a request for comment Monday night. Trump last week amplified a false claim about FEMA's disaster funds, saying they were being distributed to migrants who entered the U.S. illegally. “It’s really a shame that we’re putting politics ahead of helping people, and that’s what we’re here to do,” Criswell said.

A torrent of false claims has muddied details around the recovery efforts following the storm, which left hundreds dead and entire communities destroyed. That weariness has been echoed by other local officials and citizens who are still reeling from one of the worst storms in U.S. history. Trump used his high-profile return to Butler, Pennsylvania, where he was nearly killed by a gunman, to continue to spread false claims about FEMA. Even as some claims were quickly debunked, more continued to surface across platforms such as X, TikTok and Facebook. The deluge has frustrated public officials, who say they distract from rescue efforts and disorient workers trying to provide help.

CNN —A group of about 100 volunteer helicopter pilots is flying around 400 relief missions a day over North Carolina in the wake of Hurricane Helene, one of its co-founders says. The pilots also perform helicopter medical evacuations and search and rescue operations, according to the organization’s Facebook page and website. At least 117 people have died from Helene in North Carolina, according to a CNN tally. Administrator of the U.S. Federal Emergency Management Agency, Deanne Criswell, speaks during a press briefing at the White House in Washington, U.S., September 26, 2024. Federal Emergency Management Agency administrator Deanne Criswell on Sunday criticized former President Donald Trump for spreading false information about how the Biden administration allocated disaster relief funding for Hurricane Helene recovery. "It's frankly ridiculous and just plain false," Criswell said in an interview on ABC's "This Week." On FEMA's "Rumor Response" webpage, the agency specifically addressed the claim that FEMA disaster relief funding "was diverted to support international efforts or border related issues." The Department of Homeland Security and White House have issued their own statements fact-checking and condemning the false claims.

The chairman of a House Homeland Security subcommittee is asking the Federal Emergency Management Agency to detail what it did to prepare for Hurricane Helene after it became clear there would be catastrophic flooding. Helene made landfall in Big Bend, Florida, on Sept. 26, causing flooding that devastated North Carolina, Tennessee and other Southern states and claimed more than 200 lives. D’Esposito, R-N.Y., cited a local official from Buncombe County, North Carolina, who claimed that water was requested before the storm started but was delayed, further exacerbating the water shortage in Asheville. Post-landfall, it “surged capacity to where it was needed the most.” She noted that western North Carolina has now been identified as the area that was hardest hit. More than 6,400 federal personnel, including FEMA staff, are deployed in the affected areas.
