WASHINGTON, March 2 (Reuters) - A bipartisan group of 12 U.S. senators on Thursday reintroduced legislation that would make daylight saving time permanent, nearly a year after the Senate voted unanimously to end clock switching. But the bill failed to get a vote last year in the U.S. House of Representatives because lawmakers could not agree on whether to keep standard time or permanent daylight saving time, said Representative Frank Pallone. Some sleep experts say daylight savings time makes it harder to be alert in the morning. Daylight saving time has been in place in nearly all of the United States since the 1960s after being first tried in 1918. The bill would allow Arizona and Hawaii, which do not observe daylight saving time, to remain on standard time.

That will happen when a new term begins in 2023, making it difficult for American legislators to accomplish goals. But one thing needs to happen: Congress must raise the debt ceiling so the U.S. government can continue to chug along. The debt ceiling, currently at $31.4 trillion, needs to go higher for government employees to get paid and welfare checks to be delivered, among other things. If only because they are all vying for a win in the presidential election in 2024, Congress could unite under high inflation and economic duress. Republicans will take control of the House of Representatives in 2023, making a bipartisan solution necessary to lifting the limit.
The House could have voted this year to make daylight savings time permanent. The chair of the relevant House committee told Insider he still wants to find "consensus" on the issue. "It's polarizing as hell," Republican Sen. Marco Rubio of Florida, a key sponsor of the bill, told Insider at the Capitol in December. "I'm just trying to reach a consensus," he told Insider at the Capitol. "The problem is, half the people want standard time, others want daylight [savings time], others don't want to change it at all."

This leaves daylight hours available after school and work to the extent that is possible at a time of year based on the earth's axial tilt. Normal people find daylight hours after work more useful than daylight hours before work. Coordinating a schedule shift to harness the benefit of those July daylight hours would be just as challenging as coordinating one to stop school from starting in darkness in December under permanent daylight saving.
