FRANKFURT, Germany (AP) — For months after Ukraine's Western allies limited sales of Russian oil to $60 per barrel, the price cap was still largely symbolic. That time has now come, putting the price cap to its most serious test so far and underlining its weaknesses. But most of that, economists say, stems from Europe's ban on Russian oil, which cost Moscow its main customer. They're accused of carrying Russian oil priced at $75 and $80 per barrel while relying on U.S.-connected service providers. “The price cap is working,” says Nataliia Shapoval, vice president for policy research at the Kyiv school.

LOS ANGELES, Feb 15 (Reuters) - Actress Raquel Welch, who helped redefine the traditional image of the Hollywood sex symbol with her portrayals of strong women in dozens of movies in the 1960s and '70s, died on Wednesday at age 82. Her death following a brief illness was confirmed in a statement released by Jane McKnight, her Los Angeles-based manager. She won a Golden Globe Award for best actress in a musical or comedy for her performance in the 1973 swashbuckling romp "The Three Musketeers." Russia has a "shadow fleet" of oil tankers to bypass western sanctions, the Financial Times reported. The EU has agreed on a $60 a barrel price cap on Russian oil after Poland wanted it set at just $30. Russia assembled what the industry described as the "shadow fleet" in a bid to counter new sanctions. Analysts estimate a shortfall as Russia still needs more tankers to maintain its export levels, according to the report. Rystad analyst Viktor Kurilov told the newspaper: "Russia needs more than 240 tankers to keep its current exports flowing."
