CNN —Republicans flipped the Senate, but Democratic candidates often outran the top of the ticket, winning at least four battleground states that Vice President Kamala Harris lost. Harris lost all seven swing states to President-elect Donald Trump, while her party’s Senate candidates narrowly held Wisconsin, Nevada and open seats in Michigan and Arizona. In some races, the differences between the Senate candidates’ and Harris’ performances were more pronounced among subsections of the Democratic coalition. While Trump won independents by 2 points, Rosen won the group by 6. Overall, Democratic Senate candidates received more votes than Harris in about half of this year’s races, including in less competitive states such as Minnesota, Virginia and Missouri.

Democratic House and Senate candidates raised eye-popping sums from July through September, according to new reports filed with the Federal Election Commission. Democrats outraised Republicans in all 11 competitive Senate races and in all but one of the 26 “toss-up” House races. Three Senate Democratic candidates — Ohio Sen. Sherrod Brown, Maryland’s Angela Alsobrooks and Michigan Rep. Elissa Slotkin — raised more than four times as much as their Republican opponents during that period. Senate Democratic candidates spent a combined $244 million to Republicans’ $91.5 million. And House Democratic candidates in races rated as “toss-ups” or “leaning” toward one party spent $132 million to Republicans’ $61.6 million.

But recent history raises deep questions about whether Democratic Senate candidates can continue to levitate as far above the presidential ticket as polls now show. “A Democratic Senate majority coalition relies on having both Senators from a state such as Michigan,” said Daniel Hopkins, a University of Pennsylvania political scientist. As recently as the 1980s, it was common for voters to split their tickets in Senate races. Still, even that alignment left room for some Senate candidates to swim against this general tide. This history, by itself, doesn’t answer whether Democratic Senate candidates would have better prospects with or without Biden as their presidential nominee.

Read previewThe Marine Corps wants to field better counter-drone capabilities yesterday. Since that is not possible, the service says it's looking to get them to Marines right now, or at least very soon. Over the last five years, the Marine Corps has been improving its counter-drone systems as it looks to reshape the force and compete with near-peer adversaries. US Marines observed targets during a counter-unmanned aircraft system (UAS) range on Marine Corps Base Camp Lejeune in North Carolina. That challenge has only grown, according to officials Tuesday, and the need for the Marine Corps to thwart it is critical.

JOINT BASE ELMENDORF-RICHARDSON, Alaska (AP) — Santa Claus’ sleigh took on new responsibilities in rural Alaska this week when delivering gifts to an Alaska Native village. Santa’s ride, an Alaska Army National Guard UH-60 Black Hawk helicopter, was shuttling Santa, Mrs. Claus, volunteer elves and gifts in shifts Wednesday to provide the children of Tuluksak some Christmas cheer. The flights originated about 35 miles (56 kilometers) southwest, from the hub community of Bethel, the guard said in a release. The Alaska National Guard for decades has delivered gifts, supplies and sometimes Christmas itself to tiny rural communities dotting the nation’s largest and largely roadless state. The guard stepped up, taking donated gifts and supplies to the village.

Senator Joe Manchin, a maverick who has often bucked party leadership in the past two years, said on Thursday that he will not seek re-election, hurting Democrats' chance of defending their thin Senate majority in the 2024 election. The move by the 76-year-old lawmaker will make it very difficult for Democrats to defend his West Virginia seat. "We like our odds in West Virginia," Senator Steve Daines, the head of Republican senators' campaign arm, said in a statement. David Bergstein, a spokesperson for the Senate Democrats' campaign arm, said the party was confident in its chances of strengthening its majority. Manchin has insisted that his only motivation is the coal-producing state of West Virginia and an eye on fiscal responsibility.

The party in 2024 is defending Democratic-held seats in West Virginia, Montana and Ohio — all states that Trump carried handily in 2020. They have very few pickup opportunities — their best being Republican-held seats in Texas and Florida, both states Trump won twice. Meanwhile, the White House issued a statement praising Manchin's dedication to the people of West Virginia and his accomplishments in Washington. Biden said the Manchin family "should feel proud of the Senator’s service to West Virginia and to our country. When asked about a prospective Manchin presidential run, Biden's campaign declined to comment.

Sen. Tommy Tuberville plans to circumvent his months-long hold on military promotions. He told fellow GOP senators he intended to force a vote to appoint a new Marine Commandant. Tuberville's single-handedly prevented more than 300 military promotions this year. Since Tuberville began his mission to block military promotions earlier in 2022, he's single-handedly prevented more than 300 officers from receiving promotions.

HELSINKI, July 13 (Reuters) - President Joe Biden said on Thursday he expects Republicans to stand up against what he called Senator Tommy Tuberville's "ridiculous" block of top U.S. military appointments over the Pentagon's abortion policy. "I'm confident that the mainstream Republican Party no longer, does not support what he's doing, but they've got to stand up and be counted. Waiting to replacing him is Gen. Eric Smith, and he will continue waiting until one senator lifts holds on the promotions of more than 250 generals and admirals. WASHINGTON, July 10 (Reuters) - The Marine Corps is now without a Senate-confirmed leader for the first time in over a century thanks to a Republican senator's block on military nominations. Retiring Gen. David Berger formally relinquished command on Monday as the Marine Corps' commandant, creating the first of several possible vacancies of Senate confirmed leaders on the U.S. military's Joint Chiefs of Staff in the coming months. Pentagon spokesperson Sabrina Singh said last time the Marine Corps had an acting Commandant was from December 1, 1910 to February 2, 1911. Berger's retirement leaves General Eric Smith, the Marine Corps' No. He is President Joe Biden's nominee to become the next commandant but is expected to avoid major decisions without Senate confirmation.

The company drove higher sales, in part, by offering lower prices. The company's Chief Financial Officer David Bergman chalked up the margin decline to higher promotions as Under Armour marked down merchandise from prior seasons and sold it through off-price retail. The company said it expects margins will still be under pressure as higher promotions outweigh lower freight costs. Simeon Siegel, a retail analyst for BMO Capital Markets, said the pandemic gave retailers a chance to press the reset button. As of the end of the quarter, Under Armour had nearly $1.2 billion in inventory, up 44% year over year.
New York CNN —Big retailers say consumer demand is starting to buckle from the strain of inflation and customers are making changes in how they shop. Target (TGT), Best Buy (BBY), Macy’s (M) and other chains say shoppers have pulled back on discretionary goods like clothing, electronics and home improvement. The slowdown could mean consumers will see more discounts on shelves as stores look for ways to entice shoppers and work down their inventory. “The consumer electronics industry continues to feel the effects of the broader macro environment and its impact on consumers,” Best Buy finance chief Matt Bilunas said. Best Buy predicts its comparable sales will decline 3% to 6% this year.
Supply-Chain Headaches Ease for Many Companies

Supply-chain snarls are fading from among the top challenges facing some U.S. companies as freight congestion eases, shipping costs fall and factories in Asia are freed from Covid-19 lockdowns. The rising costs and lengthy transit times pushed some companies to cut back on slower-selling products and raise prices. Today, freight congestion has cleared and ocean shipping costs have fallen close to prepandemic levels. Mr. Bergman said the decline was “partially offset by 40 basis points of favorable supply-chain impact driven by lower freight costs, which more than offset product cost headwinds during the quarter.”Some companies said they still have a way to go before supply-chain challenges are resolved. And Ford Motor Co. Chief Executive Jim Farley told a virtual town hall on Feb. 9 that supply-chain problems were continuing to hamper the company’s progress.

Army Gen. Mark Milley found himself a target of critics on the right and the left during his time as chairman of the Joint Chiefs of Staff. WASHINGTON—President Biden is considering two service chiefs and the head of the U.S. cyber defense command to be the next chairman of the Joint Chiefs of Staff, in what will be the president’s biggest opportunity to date to shape U.S. military leadership. Air Force Gen. Charles “CQ” Brown, the Air Force chief of staff, and Gen. David Berger, the Marine Corps commandant, are leading candidates to succeed Army Gen. Mark Milley as the Pentagon’s top officer when his four-year appointment ends Sept. 30. Army Gen. Paul Nakasone , who serves as both head of U.S. Cyber Command and the director of the National Security Agency, also is a contender, U.S. and defense officials said.
The U.S. military presence on Okinawa, which began during World War Two, includes most of the 18,000 U.S. marines stationed in Japan. MARINE LITTORAL REGIMENTSThe U.S. Marine Corps is creating 'Marine Littoral Regiments' of around 2,000 troops as part of restructuring plan proposed by the Marine Commandant General David Berger in 2020. Dispersing marine units across Okinawa, even if only temporarily, could see U.S. troops return to islands along the chain for the first time since Washington returned Okinawa to Japanese control in 1972. JAPAN'S OKINAWA PIVOTTo reinforce Okinawa, Japan is building new anti-ship and air defence missile bases, and radar stations, including one on Yonaguni, it hopes will deter Chinese forces from attacking. Those weapons, along with anti-ship missiles fielded in Okinawa by the new littoral regiments, could help close a growing missile gap with China, say experts.
