But the decline in support for Ms. Harris in some of the country’s most liberal areas is particularly notable. For example, in Fulton County, which contains most of Atlanta, Ms. Harris gained about 4,500 votes, but Mr. Trump gained more than 7,400. He similarly outran Ms. Harris where she made gains in Wake County, N.C., Lancaster County, Pa., and Montgomery County, Texas. In Milwaukee County in swing-state Wisconsin, Ms. Harris lost 1,200 voters compared with Mr. Biden’s total in 2020, while Mr. Trump gained more than 3,500. Miami Beach, Florida AP —A bodyless head that washed ashore in South Florida has been identified as that of a 19-year-old swimmer who went missing in Miami Beach after he tried to rescue his younger sister from a rip current, authorities said. Meanwhile, a man’s head was found November 12 by a beach worker in Key Biscayne, the barrier island just off Miami. Castaneda and his sister were swimming at Miami Beach’s South Point Beach when a rip current caught them. A bystander went into the water and rescued the girl, but when that person went back to help Castaneda, he was nowhere to be found, family members said. “He would have loved to see how many people have come and come together and love him wholeheartedly,” Castaneda’s sister, Chloe, told WBFS-TV.

The human head that washed ashore in South Florida this week belonged to a missing 19-year-old swimmer, police said Friday. Victor Enrique Castaneda Jr. went missing Saturday near the jetty area at South Pointe Drive, Miami Beach police said. The Miami-Dade County Medical Examiner on Friday confirmed remains found Tuesday near Key Biscayne belonged to Castaneda, police said. Police investigate after a human head washed ashore on Key Biscayne, Fla., on Tuesday. A beach worker Tuesday morning spotted a human head floating on the shoreline close to a small island near Key Biscayne, Miami-Dade police said.

CNN —The Fulton County Jail in Atlanta unconstitutionally subjects inmates to “inhumane, violent and hazardous conditions” that threaten their safety, a US Justice Department official said Thursday, announcing the results of a 16-month investigation. “We cannot turn a blind eye to the inhumane, violent and hazardous conditions that people are subjected to inside the Fulton County Jail,” Clarke said. The deaths of Thompson and other inmates in the mental health unitThe 105-page report lays out examples of the problems it alleges, including the treatment of inmates with mental health challenges. Meanwhile, around 75% of the people who have died at the jail since 2021 had a mental health diagnosis or history of mental illness, Buchanan said. “The Fulton County Jail had as many stabbings in a single month as the Miami-Dade County Jail had all year, and that’s a facility with one-and-a-half times more people,” Clarke said.

MIAMI — With less than two weeks before the presidential election, NBC News and MSNBC checked in with a group of voters in Florida’s Miami-Dade County, where 69% of its residents are Latino. In the six months that followed, the race changed drastically, with Biden dropping out of the race and Vice President Kamala Harris becoming the Democratic presidential nominee. The conversation took place as Harris and Trump criss-cross the country amid an evenly split presidential race, with both candidates appealing to the growing Latino electorate in appearances at separate town halls. We wanted to know how these voters are thinking about the race now and the issues that matter to them. Philip Esformes, whose 20-year prison sentence for a massive, $1.3 billion Medicare fraud scheme was commuted in 2020 by then-President Donald Trump, was arrested over the weekend in Florida on domestic-violence related charges. Esformes is at least the seventh person who received executive clemency from Trump, and has since been charged with new crimes, according to The New York Times, which first reported this latest arrest. Court records show that Esformes was arrested Saturday and then charged with tampering with a victim or witness, and with criminal mischief involving property damage. CNBC also has requested comment from a lawyer for Esformes' ex-wife, Sherri Beth Esformes, whose divorce from him was finalized in July 2020. On Tuesday, a judge in Miami federal court set a deadline of Nov. 4 for Philip Esformes to respond to his ex-wife's filing.
