The focus on advanced technologies has put the two countries into a different kind of arms race. The US Air Force secretary suggested that AI could be decisive in future warfare. On Tuesday, Air Force Secretary Frank Kendall said China has been effectively modernizing the People's Liberation Army, fielding systems with the intent of challenging US forces, especially its high-value combat assets like carriers and satellites. China has built up its Rocket Force, developing capabilities that put US military assets at military bases and airfields across the Indo-Pacific within striking range. The Air Force secretary said that he doesn't think people who say that AI is "going to determine who's the winner in the next battlefield" are "all that far off."

Aetherflux aims to launch a constellation of satellites to transmit solar power to Earth using infrared lasers. Bhatt told BI why he's joining the commercial space race and what Robinhood taught him about capitalism. AdvertisementAetherflux aims to create a constellation of satellites in low Earth orbit (LEO) that will collect solar power and beam it down to receptors on Earth using infrared lasers. Caltech's president, Thomas F. Rosenbaum, said the project had shown them that solar power beamed from space "is still a future prospect" but that it "should be an achievable future." The science has already been demonstrated; it's just going to be an engineering and economic feat to prove it can be done from space, Bhatt said.

Seoul, South Korea CNN —Ghost Shark and Manta Ray protect the undersea realm. Ghost Shark and Manta Ray are the names of prototype uncrewed underwater vehicles – UUVs or drones – introduced recently by Australia and the United States respectively. But when Australia unveiled Ghost Shark last month, it called the prototypes “the most advanced undersea autonomous vehicles in the world.”The first Ghost Shark prototype, "Alpha," was co-developed by the Defence Science and Technology Group, Navy and Anduril Australia. Like the Orca, the Manta Ray hasn’t come together as quickly as Ghost Shark. Its program began in 2020 and DARPA didn’t give a goal for the Manta Ray – or some variant of it – to join the US fleet.

That’s the shared vision of NASA and Nokia, who have partnered to set up a cellular network on the Moon to help lay the building blocks for long-term human presence on other planets. A SpaceX rocket is due to launch this year — the exact date has yet to be confirmed — carrying a simple 4G network to the Moon. The 4G network unit is being built by Nokia’s Bell Labs using a range of off-the-shelf commercial components. Images of ice — transmitted back to the lander and then Earth in near real-time via the cellular network — would be a world-first. NASA selected Bell Labs as part of its Tipping Point initiative, a series of partnerships with companies to develop technologies for future missions that puts them in prime position for key roles in the future space economy.

RAND focused on various ways that terrorists inside the US could wreak havoc with drone swarms. Current technology allows unmanned aircraft to be employed in what RAND terms "surrogate swarm technology," in which formations are only loosely coordinated. James Newsome/US ArmyNations such as America and China are busy developing military drone swarms. Such technology is becoming available to the public: the FAA has already allowed limited use of drone swarms to spray crops. Thus the question isn't if intelligent drone swarms become a domestic security threat, but when.

Coral reefs are experiencing mass bleaching and die-off events due to climate change. Following a record marine heat wave this past summer, Florida's iconic coral reef experienced massive bleaching and die-offs. The water is also injected with nitrogen and phosphorus — chemical pollutants most often associated with fertilizer runoff that could exacerbate coral bleaching . Another method that the team is looking at is targeting the reproduction of coral to help boost their populations. For years, scientists have been looking for ways to make coral resistant to heat as climate change results in more marine heatwaves and healthy coral reefs continue to decline.

At issue is RISC-V, pronounced "risk five," an open-source technology that competes with costly proprietary technology from British semiconductor and software design company Arm Holdings (O9Ty.F). RISC-V can be used as a key ingredient for anything from a smartphone chip to advanced processors for artificial intelligence. The RISC-V technology came from labs at the University of California, Berkeley, and later benefited from funding by the Pentagon's Defense Advanced Research Projects Agency (DARPA). Its executives said in August they believe RISC-V will speed up chip innovation and transform the tech industry. Jack Kang, vice president of business development at SiFive, a Santa Clara, California-based startup using RISC-V, said potential U.S. government restrictions on American companies regarding RISC-V would be a "tremendous tragedy."

"Cybersecurity is a race between offense and defense," said Anne Neuberger, the U.S. government's deputy national security advisor for cyber and emerging technology. "We know malicious actors are already using AI to accelerate identifying vulnerabilities or build malicious software," she added in a statement to Reuters. He said his agency had seen AI being used for everything from creating phishing emails and writing malicious computer code to spreading disinformation. The contest signals official attempts to tackle an emerging threat that experts are still trying to fully grasp. US philantropist Bill Gates speaks during the Global Fund Seventh Replenishment Conference in New York on September 21, 2022. For example, on Tuesday, senators received a classified briefing about AI and the military. In the blog post, Gates cites how society reacted to previous advancements to make the case that humans have adapted to major changes in the past, and they will do so for AI as well. Gates suggests that the kind of regulation the technology needs is "speed limits and seat belts." He proposes regulation that would clearly outline what kind of deepfakes are legal to make.

An AI-powered drone tried killing its operator in a US military simulation. But in a recent US military test simulation, a drone powered by artificial intelligence added its own problematic instructions: "And kill anyone who gets in your way." As an example, he described a simulated test in which an AI-enabled drone was programmed to identify an enemy's surface-to-air missiles (SAM). According to Hamilton, the drone was then programmed with an explicit directive: "Hey don't kill the operator — that's bad." It starts destroying the communication tower that the operator uses to communicate with the drone to stop it from killing the target," Hamilton said.
