BRUSSELS (Reuters) - A deputy head of the European Union executive said on Tuesday she would find "unacceptable" any talks about the war in Ukraine that would not include Kyiv or envisage the country giving up territory. The European Commission's vice-president Vera Jourova also said she would be "disappointed" if a Dec.14-15 summit of EU leaders refused to endorse proposals for more financial aid to Kyiv and a recommendation to launch accession talks with Ukraine. The Czech EU Commissioner who worked on her own country's EU entry nearly 20 years ago offered Kyiv a sympathetic ear recalling how difficult it was to meet European accession requirements. She said that, under President Volodymyr Zelenskiy, Ukraine was finally ready to overcome endemic corruption. She said that unanimous backing of all the 27 EU countries would be needed to enact it.

The EU froze funds earmarked for Hungary and Poland over their nationalist governments' track record of undercutting liberal democratic rules. Portugal had disbursed 1.4 billion euros, or 8.5% of the total recovery funds assigned to it, to project promoters by the end of 2022. LONDON, Nov 8 (Reuters) - European Union member states have backed a temporary watering down and two-year delay to 2025 for the final leg of the globally agreed Basel III bank capital rules, the Czech EU presidency said on Tuesday. EU states will now negotiate a final deal with the European Parliament in early 2023. Most of the Basel III rules, a set of tougher capital rules for banks after the global financial crisis more than a decade ago, have already been implemented. EU ministers backed a two-year delay to the start date for rolling out the final rules, pushing it back to January, 2025. Smaller banks would benefit from simpler disclosure, and EU states pushed back against attempts at stricter EU harmonisation in checking whether top bank staff are 'fit and proper'.

The EU has agreed to sanction Iran over the drones it has supplied to Russia. Three people and an entity connected to the drones will be sanctioned, the Czech EU presidency said. "After three days of talks, EU ambassadors agreed on measures against entities supplying Iranian drones that hit Ukraine," the Czech Presidency of the EU Council wrote in a tweet. Another four Iranian entities could also receive EU sanctions, it also said. Iran is already under a wide swathe of UN and EU sanctions imposed over the last decades, relating to human rights and the development of nuclear military capabilities.
