ISIS-K, the Afghan branch of the Islamic State, directed an Afghan man’s foiled U.S. Election Day terror plot, according to two senior U.S. officials briefed on the matter. The revelation that a foreign terrorist organization was in communication with a would-be attacker inside the U.S. makes the alleged Election Day plot different from most terrorism cases in the past decade, most of which involved people self-radicalized online or self-directed attempts. The charging documents say Tawhedi told the FBI that he was communicating with a person named “Malik” and that he knew “Malik” was affiliated with ISIS. Tawhedi’s mother, who lives in Afghanistan, is believed to be an ISIS sympathizer, two U.S. officials said. In the France case, law enforcement officials told NBC News they had opened a preliminary investigation into a potential terror plot in France on Sept. 27.

CNN —Only a fraction of the violence that raged across Dagestan on Sunday is visible at the moment, and it is already horrific. But it is particularly bad in Dagestan, where protests broke out in the earlier months of the war, as their sons had been disproportionately mobilized. CNN —The Kremlin’s security services were aware of an ISIS threat days before a deadly attack on a concert hall near Moscow, Russian intelligence documents obtained by a UK-based investigative organization suggest. The Dossier Center is a Russian investigation group backed by Mikhail Khodorkovsky, an exiled former Russian oil tycoon turned Kremlin critic. “Even before the attack on Crocus City Hall, a source close to the intelligence services told the Dossier Center about this,” it added. The following year, German police arrested several people from Tajikistan accused of plotting an attack on Cologne Cathedral, according to the Dossier Center. According to the Dossier Center, Russian law enforcement was monitoring all these reports and “considered the risk” to Russia.

An investigation into the attack is ongoing, but the latest, outlandish accusations give Moscow a problem: It now has to find the evidence to back up its unsubstantiated claims. What's particularly awkward for the Kremlin is that the Islamic State militant group has already claimed responsibility for the attack. Ukraine denies any involvement in the attack, saying it was "absolutely predictable" that Moscow would look to blame it. The White House said Ukraine had "no involvement whatsoever" in the attack and that any claim to the contrary was "Kremlin propaganda."

Literally and figuratively, Putin was telling Russians — who would soon vote in a presidential election — that he was the man to protect them.
