WASHINGTON — The Supreme Court on Tuesday takes on another battle over restrictions on firearms as the justices consider the Biden administration's move to ban "ghost gun" kits that allow people to assemble deadly weapons at home while skirting existing regulations. The challengers focus on the text of the Gun Control Act, saying in their brief that the law simply doesn't apply to gun kits. The ATF does not have unilateral authority to ban ghost guns, with Congress required to act if it wants to do so, they argue. Three EPA whistleblowers told ProPublica on Thursday that their complaints were the subject of the reports (which redact employee names). Former western pilots — which number at least in the dozens — are training Chinese military officials who then return to China and, in turn, train more pilots there, this person said. An indictment in 2017 alleged that Duggan trained Chinese pilots while he was still a US citizen, between November 2009 and November 2012. That same month, the UK Ministry of Defense issued a security alert after several of its military pilots were also found to have been training the PLA Air Force. Congress has set a high bar for discharging student loan debt in bankruptcy. Under the new process, student loan borrowers complete a form to assist the government in evaluating their discharge request. "It makes it easier for student loan borrowers to qualify for bankruptcy discharge by clearly setting out the policy," said higher education expert Mark Kantrowitz. Federal student loan borrowers have several ways to reduce their debt burden, including payment plans with $0 monthly payments and economic hardship and unemployment deferments.

ATLANTIC CITY, N.J. (AP) — Steve Norton, who ran the first U.S. gambling facility outside Nevada — Resorts casino in Atlantic City — and gave advice around the world on how to set up and operate casinos, has died. His son, Rob, president of Cordish Gaming, said Norton died Sunday following an accident in his Oceanside, California, home. “Steve was an early and influential gaming executive in Atlantic City and at Resorts,” said the casino's current president, Mark Giannantonio. “He was an important leader in the Atlantic City market dating back to the 1970s. Norton used his experience as an Atlantic City casino pioneer to advise state governments — including in Louisiana, Illinois and Indiana — on how to adopt riverboat gambling, and in 1998 founded his own gambling consultancy company based in Indiana.
